1. Records of Meetings  

The Panel approved the records of its meetings held on 4th, 16th and 30th July, and 2nd, 13th, and 14th August 2012, which were signed accordingly by the Chairman.

2. Aircraft Registry  

The Panel considered its draft Aircraft Registry report, and agreed that it  would  move  to  present  the  report  at  the  earliest  opportunity.  It requested that the Officer update the report as required and distribute to Members for final comment, ahead of its anticipated publication the following week.

3. Intellectual Property

The Panel noted confirmation of the engagement of Mr N. Garnett, Interight Ltd, as the Panel's adviser during the Review of subordinate IPURL  legislation.  It  further  noted  arrangements  for  it  to  receive  a briefing  on  the  draft  legislation  from  the  adviser  to  the  Economic Development Department at 10am on Wednesday 19th September.

4. Financial Ombudsman Scheme

The  Panel  received  an  update  on  the  ongoing  delays  to  the development of a Financial Ombudsman Scheme, notably with regard to law drafting and joint working with Guernsey, that had stalled its Review as it awaited receipt of the associated draft legislation. The Panel considered that the ongoing delays were of increasing concern, and agreed that it would re-commence its Review upon presentation of its Aircraft Registry report, focusing initially on what was causing the delays before moving on to examine the legislation once it became

5. Harbours and Airport Incorporation

The  Panel  welcomed  the  Chairman,  Harbours  and  Airport  Shadow Board, the Group Chief Executive Officer Finance and the Business Resource Director, Ports of Jersey to a final briefing ahead of the States debate of P.70/2012 Incorporation of Ports of Jersey. A number of issues were raised by the Panel for discussion, including responsibilities relating  to  historic  harbours,  mooring  fees,  rates,  the  schedule  of properties which would become the responsibility of the new company and staffing.

It was noted that the Panel would present its comments through a speech by the Chairman during the forthcoming debate, outlining its in principle support for the incorporation whilst highlighting its concerns and the matters that it intended to review at the appropriate time as more detail emerged.

6. Medium Term Financial Plan  

The Panel welcomed the Assistant Minister for Economic Development, Deputy J.P.G. Baker, to a Public Hearing to discuss the Medium Term Financial Plan. The Hearing was recorded and transcribed.

 

 

7. Future Meetings

The Panel noted that its next meeting was scheduled to take place at 9.30am on 19th September, Blampied Room States Building.
