1. Tasers: Proposed introduction into the Island

The Panel, with Deputy M. Tadier in attendance, considered the draft heads of report, prepared by the Scrutiny Officer, together with a report on the online survey.

After some discussion, members agreed that there was justification for the introduction of Tasers for use by the States of Jersey Police, albeit there were legitimate concerns that their use marked a potential step change  for  the  policing  in  the  Island.  Members  agreed  that  it  was essential to ensure that the circumstances in which Tasers might be deployed and used should be tightly defined. Mindful of the trend in the UK to extend the use of Tasers to Specially Trained Units members agreed  that  it  was  important  to  seek  assurances  that  any  such extension  would  be  referred  to  the  states  for  debate  prior  to implementation.

2.  Jersey  Fire  and  Rescue  Service   Fire  Precautions  and Petroleum Law - consultation feedback

The Panel considered correspondence dated 30th April 2012 from the Director of Safer Communities, Jersey Fire and Rescue Service, in relation to the consultation feedback on the above law amendments. Members agreed that they were satisfied with the response by the department and requested that formal thanks be communicated.

3.  Review  of  Issues  surrounding  the  financial  management  of Operation Rectangle

The Panel received a file note from the Scrutiny Officer on a meeting between the Chairman and the President of the Chairmen's Committee. They  noted  that  it  had  been  agreed  that  the  transcript  should  be reviewed  once  again  and  specific  justification  for  each  redaction prepared. The Panel agreed accordingly to receive a further report on the matter from the Scrutiny Officer

4. Future meetings

Members noted that a briefing had been arranged with the Treasurer of the States on the States Medium Term Financial Plan on 31st May 2012.

Members requested that a date for a Quarterly hearing be arranged with the Minister for Home Affairs to discuss the implications of the

 

 

MTFP and other departmental issues. Members also requested that public  hearings  be  arranged  with  the  Customs  and  Immigration Department and Prison Service in relation to their recently published Annual Reports.

Members agreed to cancel the meeting scheduled for 21st May in view of the planned absence of one of the members. The next Panel meeting would take place on 18th June.
