30.11.12 Item 4 517/22 | 2. Draft Discrimination (Jersey) Law 201- The Panel received an update on the progress of the review. The Panel was advised that a background paper to Guernsey discrimination legislation had been circulated on 6th December 2012. The Panel requested that the document was resent for its attention. The Panel noted that a letter had been sent to Associations/Organisations who had come forward with concerns on the draft Law. It agreed that once written submissions had been received, and the draft Law had been lodged, it would invite concerned parties to attend before it. The Panel agreed that it would need an advisor to assist it with its review. It noted that due to other work commitments, it would be necessary to rely heavily on an advisor to conduct most of its research into the matter. The officer advised that a list of possible candidates would be sent to the Panel before the end of 2012. The Panel was also advised that the Law Officers Department would be contacted in accordance with Financial Direction 5.6, as it was more than likely that it would engage a legal expert. The Panel recalled that the Minister for Social Security had agreed to schedule the debate to take place on the 14th May 2013. The Panel noted that it had not drafted its Terms of Reference for the review and agreed that they would be finalised once the draft Law had been lodged by the Minister. | KB KB KB |

| agreed that it was not intended to delay the work of the Department and therefore it would proceed with the review as planned. The officer was requested to draft a letter to the Minister detailing the Panel's intentions for the review. The Panel noted that Workshops were due to take place on the 17th, 18th and 19th of December 2012, and requested that the Department was asked whether the Panel could attend these as observers. The Panel noted that confirmation would be sent by the officer in due course. The Panel was advised that Mr. G. Wistow of London School of Economics had been contacted and agreed to become its advisor for the review. It was noted that progress was being made with the review, and that the Sub-Panel had requested its advisor to research other jurisdictions and alternative models of social housing. |

| 7. Meeting Dates for 2013 The Panel noted and approved its meeting dates for 2013. It was noted that these would be sent via meeting requests to be inserted into its diaries. The Panel agreed that, due to its intended work commitments for 2013, every Friday would be scheduled for Panel work in its diaries, with a view to formally meeting with an Agenda on the specified meeting dates which had been scheduled fortnightly. It agreed that it may not meet every Friday, but the option would be available if necessary. |
