1. Records of Meetings

The Panel noted and approved the records of its meetings held on the 20th September 2012 and 8th, 12th and 19th October 2012 and the 9th November 2012. The records were thereby signed accordingly by the Chairman.

2. Full Business Cases: Redesign of Health and Social Services

The Panel received Deputy A.E. Pryke, Minister for Health and Social Services, Connétable J.M. Refault, Assistant Minister for Health and Social Services, Ms. J. Garbutt, Chief Executive Officer, Ms R. Williams, Director  of  System  Redesign  Delivery,  Mr.  W.   Gardiner ,  Housing Transformation  Programme  -  Programme  Manager,  Housing Department and Mr. T. Riley, Human Resources Director for a meeting to discuss the Full Business Cases (FBCs). The meeting was held in private session under Article 3.2.1(a)(xiv) of the Code of Practice on Public Access to Official Information and a private record was taken.

The  Panel  discussed  concerns  that  had  been  received  by  some members  of  the  Third  Sector  who  had  participated  in  meetings  to discuss the FBCs. The Panel agreed that a survey may be an effective way to find out what level of involvement the Third Sector had had in the  development  of  the  FBCs.  The  Panel  agreed  that  it  should undertake a review into the development of the FBCs and requested the Officer to draft a Scoping Document.

The Panel briefly discussed the timing of the review and agreed that it should aim to present the final report by the middle of January 2013, so that it may influence the process of the FBC's which were scheduled to be completed by the end of January 2013. The Officer advised that this was an extremely tight deadline, and it was agreed that the Scoping Document should be drafted in the first instance.

3. Question Plan: Quarterly Hearing with the Minister for Health and Social Services

The Panel noted the draft question plan in preparation for the Quarterly Hearing with the Minister for Health and Social Services on the 30th November 2012. The Panel requested that additional questions were

added to include the Full Business Cases and communication with the Third Sector.

 

 

4. Meeting dates for 2013

The Panel agreed that it would meet on a Friday every two weeks in 2013.  It  agreed  that  meetings  should  be  scheduled  in  non-States meeting  weeks.  The  Panel  was  advised  that  meetings  would  be scheduled in the SGR Calendar, and meeting requests would be sent to Members' calendars.

5. Community Relations Trust

The Panel noted that it was scheduled to meet with the Community Relations Trust on 27th November 2012 to discuss its involvement in the development of the Draft Discrimination (Jersey) Law 201-. The Panel was advised that meeting requests would be sent out.

6. Future Meetings

The  Panel  noted  that  it  was  next  scheduled  to  meet  on  the  30th November at 10:00am in the Le Capelain room, States Building.
