1. Minister for External Relations

The Panel received Senator I.J. Gorst , Chief Minister, for a public hearing  relating  to  proposals  to  establish  a  Minister  for  External Relations. The Chief Minister was accompanied by Senator Sir P.M. Bailhache ,  Assistant  Chief  Minister  with  responsibility  for  external relations, and the Director of International Affairs. The hearing was recorded in order that a transcript could be made.

2. Deposit Loan Scheme

The  Panel  noted  that  the  Ministerial  Response  to  Starter  Home Deposit Loan Scheme (SR5/2013) had been received from Senator P.F.C. Ozouf ,  Minister  for Treasury  and  Resources,  on  12th  April 2013. Consideration was given to the Panel's subsequent course of action. The Panel recalled its agreement that, on the basis that it had not yet received information from the Executive and that the debate on Starter Home Deposit Loan Scheme (P.131/2012) was imminent, it would propose that P.131/2012 be referred back under Standing Order

83. The Panel considered draft speeches which had been prepared by the Vice-Chairman in anticipation of the debate on P.131/2012. Consideration was also given to the questions the Panel had raised during the review; the questions raised by its expert advisor; and the responses provided by the Minister. It was ultimately agreed that the Panel would not initially seek a reference back but that Members would instead speak against the proposition. It was noted, however, that dependent upon the course of the debate, a proposition under Standing Order 83 would potentially still be required.
