Modernisation Programme The Panel was advised that arrangements for a private briefing on the Modernisation Programme had yet to be confirmed and that it would not be possible for the briefing to take place on 27th November 2013. It was agreed to enquire whether the briefing could take place after the Quarterly Public Hearing with the Chief Minister on 28th November 2013. Machinery of Government Review The Panel, noting that the Chairmen's Committee had requested feedback from each Scrutiny Panel, considered the recommendations made in respect of the Scrutiny function in Machinery of Government Review Sub-Committee: Final Report (R.105/2013). It was ultimately agreed that, in respect of Recommendation 32, the Panel did not see the need for a complete overhaul of the Scrutiny structure but that improvements could be made through amendments to the Standing Orders of the States of Jersey and the Code of Practice for Scrutiny Panels and the Public Accounts Committee. In that latter regard, it was agreed that a suggestion be put to the Chairmen's Committee that the Code of Practice should be examined over the ensuing twelve months to see what improvements could potentially be made. During its subsequent deliberations, the Panel also agreed to request that the Chairmen's Committee consider the information Panels received in respect of the forward legislation programme. 14/11/13 Item 1 513/40 | 4. 2014 Budget The Panel considered its draft report on Draft Budget Statement 2014 (P.122/2013), in particular discussing the draft Key Findings and Recommendations. The Panel was advised of amendments to the main body which had been suggested by the Department of Treasury and Resources and other contributors following the distribution of the main body for comment on the factual accuracy. The Panel agreed amendments to the draft Key Findings and Recommendations which the Scrutiny Officer was requested to enact. It was agreed that a revised draft would be circulated for Panel approval by e-mail. During its deliberations, the Panel was advised that the Department of Treasury and Resources had developed a video which explained the difference between the Marginal and Standard Rates of Income Tax.
