1. 2014 Budget

The Panel noted receipt of a draft Scoping Document, draft Terms of Reference and a draft Project Plan for its review of the Draft 2014 Budget Statement. It was noted that amendments had been made to the Scoping Document and Terms of Reference to reflect changes agreed at the Panel's previous meeting and to ensure that the Panel would not find itself responsible for the premature release of Budget proposals. It was further noted that the Terms of Reference would need to be kept under review.

The Panel noted that budgetary provision for the appointment of an expert advisor, or expert advisors, for the review stood at £20,000. The  Panel  was  advised  that  a  draft  Engagement  Brief  would  be circulated for Panel approval in due course. The Panel was also advised that the Project Plan currently afforded relatively little time for the latter stages of the Panel's review, in particular the drafting of the Panel's report, and it was therefore noted that the Project Plan would be kept under review in order that measures could be taken to address that situation in due course.

The Panel approved the documentation and noted that the Scoping Document  and  Terms  of  Reference  would  be  forwarded  for  the attention of the Chairmen's Committee.
