30/10/13 Item 5 513/40 | 1. 2014 Budget The Panel considered its draft report in respect of Draft Budget Statement 2014 (P.122/2013). Particular consideration was given to the contents of Jersey's Fiscal Policy Panel Annual Report – November 2013 and the implications for the Panel's own report. During its deliberations, the Panel agreed to request clarification from the Fiscal Policy Panel (FPP) regarding the consideration given by the FPP to the size of the public sector. Consideration was given to whether Senator P.F.C. Ozouf , Minister for Treasury and Resources, would seek to amend P.122/2013 as a result of the FPP's report. It was agreed the Chairman would correspond with the Minister about the matter. The Panel agreed to request from the Taxes Office examples of how the introduction of the Long-Term Care Charge, alongside the proposed reduction in the Marginal Rate of Income Tax, would affect households. The Scrutiny Officer was requested to make the necessary arrangements. The Panel noted receipt of a draft report from the Chartered Institute of Public Finance and Accountancy (CIPFA). The Panel was advised that a report from MJO Consulting was anticipated during the early part of the week beginning 11th November 2013. It was agreed that Members would read the Panel's own draft report and the advisors' draft reports ahead of the next Panel meeting on 13th November 2013. The Panel recalled its agreement to seek to amend P.122/2013 in order to ensure that additional income generated from increases in Impôts were placed in the Health Insurance Fund so that the sums would be expended on health matters. It was noted that advice had been received to indicate that the proposed amendment would not be in order.
