1. Records of Meetings

The  records  of  the  Panel's  meetings  held  on  6th,  22nd  and  27th February 2013, and 14th and 20th March were approved and signed by the Chairman.

2. Jersey Innovation Fund

The Panel noted that the Ministers for Economic Development and Treasury and Resources had agreed to defer the States debate of the Innovation Fund Proposition until 30th April. The Panel considered the draft response to its report forwarded by the Minister for Economic Development, and agreed to meet again on 12th April to finalise its reply ahead of the debate.

3. Enterprise Strategy

The  Panel  considered  a  draft  scoping  document  and  Terms  of Reference for a Review of the forthcoming Enterprise Strategy, which were  approved  subject  to  minor  agreed  changes.  The  amended documents would be sent to the Chairmen's Committee, prior to the launch of the Review.

4. Fuel Supplies

The Panel agreed that given recent developments on the issue of the supply of super-unleaded fuel, and the wide remit of the broader issue of  the  security  of fuel supply,  it  would  no  longer  be  considering  a Review at this stage. The Chairman would, however, raise the cross- Panel nature of a potential Review of fuel supply security  with the Chairmen's Committee for future reference.

5. Digital Skills/Digital Jersey

The Panel was advised that the Sub-Panel Chairman, Connétable S.

W. Pallett, had identified Members interested in taking a role on the Sub-Panel. It was agreed that a formal invitation should be extended to those Members to attend an initial meeting of the Sub-Panel, at which it would discuss its approach to the Review and revise the draft scoping

 

 

document and Terms of Reference.

6. Financial Services Ombudsman

The  Panel  received  a  briefing  from  the  Economic  Development Department regarding the progress of the drafting of Financial Services Ombudsman legislation. It was noted that progress had been made on various elements that would enable the establishment a joint Channel Island  Ombudsman  with  Guernsey.  In  turn,  the  completion  of  a publishable version of the required legislation, that would enable the Panel to begin the public phase of its Review, was expected in the coming weeks. It was agreed that the updated legislation would be forwarded to the Panel shortly.

7. Licensing Law

The  Panel  noted  receipt  of  a  written  update  from  the  Economic Development  Department  on  the  progression  of  the  draft  Licensing Law.

8. Aircraft Registry  

The requested update to the original Ministerial Response to its Aircraft Registry report was considered by the Panel, which agreed that it was disappointed by the apparent level of progress made on the proposals. It further agreed to raise the issue at the next Quarterly Public Hearing to be held with the Minister for Economic Development.

9. Skills Strategy

Arrangements  for  a  meeting  to  be  held  on  10th  May  between  the relevant Ministers and Panel Chairmen (Economic Affairs, Education and Home Affairs and Health Social Security and Housing), regarding Scrutiny's approach to a Review of the Skills Strategy, were noted by the Panel.

 

 

10. Retail Framework

The  Panel  requested  confirmation  of  the  status  of  the  2006  Retail Framework, the existence of any subsequent updates, and details of any current or planned work in the area by the Economic Development Department.

11. Economic Development Business Plan 2013

The Panel noted the Economic Development Business Plan for 2013.

 

 

12. Tourism Development Fund Annual Report 2012

The Panel noted the 2012 Tourism Development Fund Annual Report.

 

 

13. Future Meetings

The Panel agreed to meet again on Friday 12th April. It also agreed that the cancelled Quarterly Public Hearing with the Minister for Economic Development should be re-scheduled for 19th April if possible, and if not then on an alternative date shortly thereafter.
