Draft Aquatic Resources (Jersey) Law 201- The Panel received a joint briefing with the Environment Scrutiny Panel from Officers of the Economic Development and Environment Departments regarding the Draft Aquatic Resources (Jersey) Law 201-, and progress made on points raised by the Panels at an opening briefing on 24th October. It was agreed that debate of the legislation would be deferred until the Panels had met the Law Draftsman to seek further clarification about its format. Following this, Members agreed they would be better placed to determine what, if any, Review work would be undertaken by the Economic Affairs Panel (or a Sub-Panel) on the Primary legislation, or whether Members might examine the more detailed Regulations as and when they arose. | TO |

Aircraft Registry The Panel received a briefing from the Economic Development Department regarding progress being made on establishing a Jersey Aircraft Registry, following the Minister's recent decision not to pursue a joint Aircraft Registry with Guernsey. The Panel was informed that law drafting instructions had now been finalised and that drafting had begun on the necessary legislation. External expert advice had been secured through Appleby Aviation (part of Appleby Global) who, in addition to the Aircraft Registry Working Group, was assisting the Department to address various matters regarding the establishment of the Registry, including development of the business case. Matters such a GST exemption and prefix were nearing finalisation. It was anticipated by the Department that the Jersey Aircraft Registry would be launched in summer 2014. The Department's legal challenge to the use of the name Channel Islands Aircraft Registry' by Guernsey for its Registry was ongoing.
