2. Digital Skills

The Sub-Panel Chairman informed the Panel that the Chairman of the Education and Skills Technical Action Group of Digital Jersey would be meeting the Sub-Panel on 4th October, to discuss the current and potential size and nature of the industry, and the organisation's liaison with the Education, Sport and Culture Department.

3. Topic Proposals

The Panel received two topic proposals for Reviews submitted by a member of the Public, regarding Financial Services regulation and licensed premises. The Panel agreed that it would not pursue the proposed  Reviews  at  this  time,  not  least  due  to  its  other  work programme commitments for the foreseeable future. However, it noted that matters relating to the topic proposal on licensed premises may be included in the planned Review of the new Licensing Law, due to take  place  once  published  by  the  Executive  in  draft  form  for consultation.

It was also agreed to write to the topic proposer to thank him for his proposal and to advise about the decisions that had been taken.

4. Ports of Jersey Incorporation

The Panel considered the transcript of the Public Hearing with the Minister  for  Economic  Development  on  9th  September,  noting  in particular the framework that had been established for the Panel to receive the information that it would require to undertake its Review, along with the expected timeframe for that Review that had been clearly communicated to the Minister.

5. Jersey Innovation Fund

The Panel received an update briefing from the Director of Business Creation,  Economic  Development,  on  the  progress  of  the  Jersey Innovation Fund. It was noted that the Chairman of the Board had now been appointed and the recruitment of the external Board members was currently underway.

6. Enterprise Strategy

The Panel received an update briefing from the Director of Business Creation,  Economic  Development,  and  the  Economic  Adviser  and Economist  from  the  Chief  Minister's  Department.  Particular consideration was given to the target of creating 1000 jobs over a three year period, the focus on high value sectors and high growth firms, ongoing measurement and monitoring of the targets established by the Strategy, and the impact of population and migration policy on those targets.

The Panel agreed that it would consider the topic further at its next scheduled meeting.

7. Work Programme

The Panel agreed to consider its future work programme in detail at its next  scheduled  meeting,  as  a  number  of  identified  Review  topics appeared to be merging into a restricted timeframe between late 2013 and the first half of 2014, due to changes and delays in the Minister for Economic Development's project timetables.

8. Charities Law

The  Panel  agreed  to  request  clarification  on  which  Minister  had political responsibility for the development of the Charities Law, and at what stage the development of that legislation currently stood.

The Panel noted that its next meeting was scheduled to take place at 9.30am in Le Capelain Room, States Building on 2nd October 2013.
