2. McKinsey Review

The Panel noted arrangements for it to receive documentation relating to the McKinsey Report on Thursday 4th July, to be returned at its subsequent meeting on 10th July.

3. Digital Skills/Digital Jersey

The  Panel  received  an  update  from  the  Vice-Chairman  on  the progress  of  the  Digital  Skills  Sub-Panel  Review.  At  its  previous meeting, the  Sub-Panel  had  received  a  background  paper  and  in depth briefing on relevant technical areas to its Review from the Web Services Manager, States of Jersey.

The Chairman had informed the Sub-Panel that he had been invited to attend  the  Jersey  Chamber  of  Commerce  Digital  Business Committee's initial meeting on Wednesday 17th July, with a view to becoming a member of that Committee. The Sub-Panel had agreed that whilst the Chairman should attend the meeting to explain the intended work of the Sub-Panel and to make contacts that might be useful during the Review, it would not be appropriate for him to join the Committee until after the Sub-Panel's work had been completed, to avoid any perception of a potential conflict of interest.

The Sub-Panel was experiencing ongoing delays in receiving the draft IT Skills Strategy and a related Ministerial briefing. A letter had been sent from the Sub-Panel Chairman to the Minister for Education, Sport and Culture requesting both, and his response was awaited.

4. Quarterly Update Public Hearing

The Panel agreed that it would address the following topics at its

proposed  Quarterly  Update  Public  Hearing  with  the  Minister  for Economic Development on 4th July 2013:

  • Locate Jersey
  • Aircraft Registry
  • Jersey Innovation Fund
  • Tourism Shadow Board
  • Enterprise and Retail Strategies
  • Jersey Business

5. Financial Services Legislation Briefings

The Panel received briefings from Officers of the Finance Industry Development Office on the draft Security Interests (Amendment of Law)  (Jersey)  Regulations  201-,  draft  Trusts  (Amendment  No.6) (Jersey) Law, and the Alternative Investment Fund Managers (AIFM) Directive.

 

 

6. Future Meetings

The Panel noted the following arrangements for future meeting and visits:

  • Site visit, 2pm, 26th June 2013, Rural Economy, Howard Davis Farm.
  • Postponement of its planned site visit on 1st July 2013 to the Ports of Jersey. Consideration would be given to alternative dates.
  • Quarterly  Update  Public  Hearing,  9,30am,  4th  July,  Le Capelain Room, States Building.
  • Panel Meeting, 10.30am 10th July, Le Capelain Room, States Building.
