1.  Record of Meeting

The record of the Panel's meeting held on 13th November 2013 was approved by the Panel.

2. Digital Skills

The  Sub-Panel  Chairman  updated  the  Panel  about  recent  work, notably that Public Hearings had been held the previous day with the Minister for Education, Sport and Culture, the Minister for Economic Development and representatives from Digital Jersey.

3. Jersey Innovation Fund

The  Panel  noted  that  P.121/2013  Jersey  Innovation  Fund:  Board Remuneration  had  been  withdrawn  by  the  Minister  for  Economic Development.

The Panel agreed that it would write to the Minister to welcome the withdrawal given the concerns that it had identified, and outline those areas that it would expect to be addressed before the lodging of any related  Proposition.  It  would  also  request  information  on  the remuneration arrangements for all Boards with which the Minister and his Department had association.

4. Enterprise Strategy

The  Panel  considered  information  received  from  the  Economic Development Department following a request made in follow up to the transcript of the Public Hearing held on 17th October 2013.

The Panel agreed that it would write to the Minister for Economic Development  to  outline  areas  of  significant  concern  that  it  had identified at this stage with the draft Strategy, and which it considered should be given further attention by him, either before or after the publication of the Strategy. The timing of publication was unclear from the information received by the Panel, although it was anticipated that it was the Minister's intention to proceed shortly.

It was further agreed that the relayed concerns would form the basis of a full Scrutiny Review should the Panel's Work Programme provide an  opportunity  for  this  to  be  carried  out.  However,  due  to  the convergence  of  forthcoming  key  policy  and  legislation  from  the Economic  Development  Department,  the  Panel  would  not  be undertaking a full scale Review at this stage, or in the foreseeable future.

5. Ports of Jersey Incorporation

The Panel noted that it was awaiting response to a letter sent to the Minister  for  Economic  Development  requesting  receipt  of  certain documents  scheduled  to  be  available  according  to  the  project timetable, and to express initial concern about the possible impact of the  proposed  extended  timetable  for  the  conveyancing  of  non- operational assets.

6. Retail Sector Review

The  Panel  noted  progress  being  made  in  relation  to  its  Review timetable, and the steps to be undertaken during the following week regarding the distribution of targeted written submission requests.

7. Financial Services Work Stream

The  Panel  considered  a  work-stream  paper  received  from  the Financial Industry Development unit, dating from October. It agreed to request a further update and associated briefing in the New Year.

8. Intellectual Property

The Panel noted a paper received from the Economic Development Department responding to the Panel's request for an update on its Intellectual Property work.

9. Tourism Shadow Board

The Panel considered correspondence received from the Chairman of the Tourism Shadow Board. It agreed to seek an update briefing on the Shadow Board's work once it had presented its draft preliminary report  and  recommendations  to  the  Minister  for  Economic Development in the New Year, as outlined in the correspondence. It would  also  request  the  Shadow  Board's  Chairman  to  consider forwarding a draft copy of the preliminary report and recommendations to the Panel once they had been presented to the Minister, to assist preparation for the proposed meeting.

10. Future meetings

The Panel noted that its next meeting was scheduled for 9.30am in Le Capelain  Room,  States  Building  on  18th  December  2013,  and approved its meeting schedule for 2014.
