1. Tourism Shadow Board  

The Panel considered its draft report on the Tourism Shadow Board proposals, and, subject to certain minor amendments, agreed the body of the report and a number of findings and recommendations. It was agreed that the amended full report would be circulated to the Panel for final  consideration  and  approval  ahead  of  its  next  meeting  on  9th January.

2. Jersey Innovation Fund

The Panel noted that targeted written submission requests had been sent  to key  stakeholders,  and  arrangements  made for  initial  Public Hearings  the  following  week  with  the  Ministers  for  Economic Development and Treasury and Resources. The Panel's adviser would be submitting papers the following day to help formulate the question plans for those Hearings

3. Financial Services Ombudsman

The Panel recalled that, prior to Christmas, it had been sent an update by the Economic Development Department in response to its request for confirmation that the timetable previously provided for the remainder of the drafting process was envisaged to progress as outlined. This included  the  Panel  receiving  a  publishable  version  of  the  draft legislation before the end of the year. The update indicated that this would not now be sent for a number of reasons, including issues around the  involvement  of Guernsey  in  a  Channel  Islands  scheme,  advice regarding Human Rights implications and continued consideration of the scope of the scheme.

The Panel noted that it had indeed not received a publishable version of the draft legislation, and that it could not therefore begin its public Review work as planned. It agreed to ask the Department to confirm the position, in order to determine what steps it would take next to resolve the ongoing delays to the Review caused by the drafting process.

4. Licensing Law

The Panel noted that it had only received limited information to date in

response to its request to the Economic Development Department for further information regarding the comments of the Licensing Assembly on  the  draft  Licensing  Law  proposals,  related  paperwork  to  those comments and the Department's timetable for the remainder of the drafting process. It agreed to follow up the initial request to establish when the more detailed information would be forwarded.

5. Aircraft Registry

The  Chairman  had  informed  the  Panel  by  email  about  a  seminar organised  by  the  Economic  Development  Department  for  relevant finance  industry  stakeholders  on  developments  in  the  proposed Channel  Islands  Aircraft  Registry,  scheduled  for  18th  January.  The Panel agreed that given its report on this matter and interest in following up its recommendations, it would be beneficial to attend the seminar if appropriate to do so, and asked for the necessary arrangements to be made  subject  to  confirmation  from  the  Department  that  it  had  no objection to its attendance.

6. Jersey Finance

The  Panel  agreed  that  due  to  other  commitments  it  would  not  be possible for it to attend a proposed meeting with Jersey Finance on either 24th or 25th January. The Panel agreed to pass on its apologies, and for alternative arrangements for the meeting to be explored.
