1.  Ports of Jersey Incorporation

The Panel undertook a site visit of the Harbours of St. Helier led by the Mr. D. Bannister, Group Chief Executive Officer and accompanied by Mr. T. Rogers, Programme Manager, Ports of Jersey, Mr. P. Griffin, Head of Property, Jersey Property Holdings, Mr. C. Kelleher, Strategic Policy Manager, Economic Development Department and Ms. N. Le Bailly, Corporate Assistant, Ports of Jersey.

Following  the  visit,  a  meeting  took  place  at  which  the  Chairman advised  that  the  Economic  Affairs  Scrutiny  Panel  had  expressed concerns to the Minister for Economic Development that sufficient time might not be factored into the schedule for Scrutiny to undertake a review of the matter.

It was noted that the Primary Law  was an enabling law  with the Regulations and Orders including the details.

It was noted that the Political Oversight Group had recommended consultation with key stakeholders only and close liaison  with the Scrutiny Panel.

Given the large amount of information available, it was agreed that the Programme Manager would provide the Panel with a list of documents relating to the matter to enable them to select the areas on which they would require more information. This would be provided in the short term. The Panel would also be circulated with the Primary Law and proposed amendments to the Harbours and Aerodromes Law.

The Panel also requested sight of documentation received by the Political Oversight Group and this was to be investigated.

It was also agreed that Mr. N. Fox, Strategy Manager, Policy and Regulation would be available to provide the Panel with a briefing on

the Primary Law in the short term. The Panel agreed to identify a suitable date.
