1.  Welcome

The Chairman welcomed Members to the first meeting of the Sub- Panel.

 

 

2.  Vice-Chairman

It was agreed to delay consideration of the appointment of a Vice – Chairman until the following meeting, when all Members' views could be considered.

 

 

3.  Future Meetings

The next meeting of the Sub-Panel was scheduled for 21st June, 2pm, Le Capelain Room. The Sub-Panel identified Fridays as potentially being the most convenient day of the week to schedule meetings throughout the Review.

 

 

4.  Review – Initial Discussions and Next Steps

The Sub-Panel held discussions about a number of aspects of its Review, agreeing the following:

  • The Review title would be Digital Skills'.
  • The focus of the Sub-Panel would be testing the draft IT Skills Strategy 2013-15 against the skills requirements of Jersey's digital sector. It was noted that the draft IT Skills Strategy had yet to be signed off by the Minister for Education, Sport and Culture (ESC) and was therefore not available to the Sub- Panel  as  originally  expected  by  16th  May.  The  revised timetable for its receipt would be followed up.
  • It was agreed that finalising scoping, Terms of Reference and the Review project plan would be better achieved once the Strategy had been received and considered.
  • In the meantime, initial areas for background research were identified, including projects in Estonia, the UK Code Club and Raspberry Pi devices.

  • A number of initial background briefings were discussed, to be arranged in advance of the public launch of the Review and the arrangement of public hearings. These included a general IT terminology briefing, Digital Jersey (including the Chairman of its Education and Skills Technical Action Group), an update briefing from the author of the 2012 The Digital Picture' report, and the ESC Minister and/or relevant ESC Officer regarding the draft IT Strategy
  • A number of stakeholders were also identified who would be contacted  with  requests  for  written  submissions  and/or  to attend  public  hearings  once  the  Review  had  launched publically.
