1.  Vice-Chairman

It was agreed to delay consideration of the appointment of a Vice– Chairman until all Members' views could be considered.

 

 

2.  Future Meetings

The next meeting of the Sub-Panel was scheduled for 12th July, 2pm, Le  Capelain  Room.  It was  agreed  that  priority  would  be  given  to arranging an informal background information meeting with the Chief Executive of Digital Jersey and the Chairman of its Education and Skills Technical Action Group, to better understand the current and potential size and nature of the industry, and the organisation's liaison with the Education, Sport and Culture Department and its input, if any, into the new IT Skills Strategy.

3.  Conflict of Interest

The Chairman informed the Sub-Panel that he had been invited to attend  the  Jersey  Chamber  of  Commerce  Digital  Business Committee's initial meeting on Wednesday 17th July, with a view to becoming a member of that Committee. It was agreed that whilst the Chairman should attend the meeting to explain the intended work of the Sub-Panel and to make contacts that might be useful during the Review, it would not be appropriate for him to join the Committee until after  the  Sub-Panel's  work  had  been  completed,  to  avoid  any perception of a potential conflict of interest.

It  was  noted  that further  meetings  with  the  Committee  during  the Review may be of benefit, but on such occasions the Chairman (or delegated Member) would appropriately be accompanied by the Sub- Panel's Officer.

4.  Statement of Intent

The  Sub-Panel  noted  the  Statement  of  Intent  for  new  Scrutiny Members.

5. Correspondence

The Sub-Panel considered correspondence relating to the delays in the publication of the draft IT Skills Strategy, notably a letter from the Sub-Panel Chairman to the Minister for Education, Sport and Culture requesting sight of the draft Strategy and a briefing meeting with the Minister. It noted that a response from the Minister was awaited.

The Sub-Panel noted receipt of background information and a Review file index distributed on 18th June.

7. IT Technical Briefing – Web Services Manager, States of Jersey

The Panel welcomed the Web Services Manager, States of Jersey, who provided a background paper and in depth briefing on relevant technical areas to the Sub-Panel's Review.
