1. Minutes

The Minutes of meetings held on 25th November 2013 were approved and signed.

Item 4 25.11.13

516/27

2. CCTV Camera Surveillance

The Panel considered a further draft draft of its report alongside the advisers' final report which had been received the previous day. The Panel recognised that a detailed comparison was required to be made between the recommendations of the Panel and those of the advisor. This was necessary to ensure that there was no space for a wedge to be  driven  between  the  two  reports. This  watertight  approach  was essential because it was decided that the advisors' report was to be published as an annex to the Panel's report.

The work was to commence at a pace which allowed publication during the week of 13th January.

The  Panel  recalled  that  it  was  awaiting  a  progress  report  on implementing  the  recommendation  for  the  introduction  of  fixed penalties.
