1. Joint Meeting between the Environment Scrutiny Panel and the  Housing  Transformation  Sub-Panel  of  the  Health,  Social Security and Housing Scrutiny Panel

Members  of  the  Environment  Scrutiny  Panel  and  Housing Transformation Sub-Panel met to discuss problems with the delivery of social and affordable housing under policies H1 and H3 of the Island  Plan.  The  urgent  need  for  review  of  these  policies  was agreed, with the greatest demand currently being for social-rented homes.

Members  discussed  a  possible  review  of  the  shortfall  in  social housing, focusing on States-owned sites. A proposition could follow requesting the Minister for Planning and Environment to develop a new policy to address the shortfall. The Ministers for Treasury and Resources, Housing and Planning and Environment together with stakeholders such as the Jersey Estate Agents Association were expected to be key witnesses.

It  was  provisionally  agreed  that  the  Health,  Social  Security  and Housing Panel would lead on the review with members from other Panels either being co-opted or joining a Sub-Panel. It was decided that work would not commence until after the Minister for Planning and Environment presented proposals to address issues of supply to the Council of Ministers on 27th February 2013.
