1.  Long-Term Care Review

The Panel met with Senator F. du H. Le Gresley, Minister for Social Security, Deputy S. Pinel, Assistant Minister for Social Security, Mrs S. Duhamel, Policy and Strategy Director, Mr R. Bell, Chief Officer and Mr

M.  Richardson,  Policy  Principal,  Social  Security  Department  for  a meeting to discuss the long-term care regulations.

It was noted that the Panel had appointed Dr S. Harkness to undertake a desktop study of the regulations, and the Department had received a copy of the report prior to the meeting. It was also noted that the Department had drafted a supplementary report to P.140/2013 Draft Long-Term Care (States Contribution) (Jersey) Regulations 201-, which the Panel had received prior to the meeting.

The content of the advisor's report was discussed, and it was noted that there were a few paragraphs which required further clarification. The Department agreed that it would provide comments on the draft report for the advisor to consider.

The Panel explained that it would use its advisor's report to draft a set of comments on the regulations and its comments would be presented the week commencing 2nd December 2013.

The Panel thanked the Minister and his Department for attending, and they withdrew from the meeting.

The Panel recalled that the Minister for Social Security had asked via email, whether the Panel would consider issuing an addendum to its Long-Term  Care  Scheme  report  (S.R.11/2013).  The  Minister  had explained that an updated set of figures had been made available since the Panel had presented its report, and this had been converted into an updated table, which was originally included in the Panel's report.

The Panel discussed the possible addendum and agreed that it would not issue updated information which had not been available at the time of its review. The Panel also agreed that it would be most appropriate for the Minister to publish the updated set of figures and accompanying table. The Panel tasked the officer to correspond with the Department to inform them of the decision.

2.  Future Meetings

The Panel noted that its next scheduled meeting would take place on Friday 29th November 2013 in the Le Capelain room at 10:15am. The Panel agreed that, in order to thoroughly consider a question plan for a Quarterly Hearing with the Minister for Health and Social Services, it would meet at the earlier time of 9:30am.
