1.  Records of Meetings

The Panel noted and approved the records of its meetings held on 9th, 13th, 16th, 17th and 20th September 2013. The Panel requested minor changes to the record held on the 6th September and private record held on 17th September 2013. The officer advised that the two records would be amended and added to the next agenda.

2.  Quarterly Public Hearing with the Minister for Social Security

The  Panel  discussed  its  questions  in  preparation  for  the  quarterly hearing with the Minister for Social Security.

The Panel received Senator F. du H. Le Gresley, Minister for Social Security, Deputy S. Pinel, Assistant Minister for Social Security, Mrs S. Duhamel, Policy and Strategy Director, Mr R. Bell, Chief Officer, Mr I. Burns,  Operations  Director,  and  Mr  J.  Williams,  Director  of Contributions, Enforcement and Contributory Benefits for a Quarterly Public Hearing.

3.  Full Business Cases Review: Redesign of Health and Social Services

The Panel met with Mr. J. Hopley, Chairman of the community and voluntary care sector partnership for a meeting to discuss the progress of the FBCs and sustainable primary care model. The meeting was held in private session under Article 3.2.1(a)(xiv) of the Code of Practice on Public Access to Official Information and a private record was taken.

4.  Long-Term Care

Prior to the meeting, the Panel had received a copy of its advisor's report regarding Long-Term Care. The Panel highlighted a couple of paragraphs within the report which required further clarification and requested that its advisor was contacted.

The Panel noted that it was due to meet with Jersey Finance on Friday 11th October at 2:30 to discuss the proposed scheme.

5.  Mental Health and Suicide

The Panel agreed that it would not undertake a review into the above topic due to duplication concerns with the Health Department's review of mental health services. The Panel was advised that Deputy Tadier of the  Education  and  Home  Affairs  Scrutiny  Panel  had  expressed  an interest in joining the Panel to undertake a review into the matter. It was

 

 

agreed that Deputy Tadier would be notified of the Panel's decision.

The Panel discussed the meetings it had held to date regarding mental health services in Jersey and requested further research into Guernsey and the process of transporting prisoners with mental health issues off island.

Although it would not review mental health services, the Panel agreed that a meeting with Mr J. Hollywood, Jersey Alzheimer's Association, may still be beneficial. The officer advised that this would most likely take place within the week commencing 14th October.

6.  Safeguarding of Children and Adults

The  Panel  agreed  that  a  review  of  the  Court  and  its  role  in  the safeguarding of children and adults would be a possible topic for its next review. In the first instance, it requested a meeting with the Joint Independent Chair for Children and Vulnerable Adults Safeguarding to discuss the matter further.

7.  Housing Transformation Programme

The Panel noted that it was currently awaiting the final report and proposition for Social Housing Regulations.

The Panel noted that a meeting with the Housing Department would be organised in due course following an invitation from the Chief Officer to the Chairman.

The Panel noted that its next scheduled meeting was due to take place on 18th October in the Le Capelain room, States Building.
