1.  Grants and Subsidies

The Committee received the following terms of reference relating to the review of Grants and Subsidies:

1. To examine overall strategy of the States of Jersey relating to the provision of grants and subsidies in order to consider the  value  for money  represented  by the  spending  of approximately £38 million of public money.

2. To examine the application of policies and processes at departmental level for the provision of grants and subsidies to consider the value for money including

• Measurement of output and return

• Governance  of  grants,  subsidies  and  associated contracts and agreements including:

Application procedures

Consideration and approval procedures

Monitoring of approved spending

• Cost in terms of staffing and administration of grants and subsidies.

(Due to the very extensive nature of this term of reference, the Committee will restrict itself, in the first instance, to

grants and subsidies it deems of most public interest.)

3. To consider the system of grants and subsidies from the point  of  view  of the  public  of  the  island,  being  those involved  in  the  application  for,  receipt  of  or holding  an interest in grants or subsidies.

4. The present a report to the States of Jersey providing the findings andany recommendations of the Committee by 31st May 2013.

These terms of reference were approved and sent to the Chairmen's Committee for approval.
