1. Draft 2015 Budget

The Panel received a briefing from Senator P.F.C. Ozouf , Minister for Treasury and Resources, on the Draft 2015 Budget. The Minister was accompanied by Deputy E.J. Noel, Assistant Minister for Treasury and Resources, Ms. L. Rowley, Treasurer of the States, and other officers from the Department of Treasury and Resources and Customs and Immigration  Section.   The  briefing  was  provided  in  private  session under Paragraph 3.2.1(a)(xiv) of the Code of Practice on Public Access to Official Information and a private record was therefore taken.

Subsequent to the briefing, the Panel was advised that arrangements had been made for representatives of the Chamber of Commerce to attend  a  public  hearing  on  24th  July  2014. It  was  noted  that  an invitation had also been extended to the Institute of Directors. The Panel subsequently noted that the Minister would be unable to attend the proposed public hearing on 31st July 2014, notwithstanding that the date  had  been  agreed  for  some  time.   The  Scrutiny  Officer  was requested to investigate the procedural basis on which another Minister could be asked to stand in for the Minister on 31st July 2014. The Scrutiny Officer was also asked to investigate whether the temporary rescindment of Deputy Vallois's co-option to the Panel might allow the public hearing to take place on 29th July 2014, the Minister's suggested alternative date.

2. Public Sector Pensions

The Panel was advised that its expert advisor from BWCI Consulting Limited  had  met  the  Treasurer  of  the  States  and  officers  of  her Department on 1st July 2014. The Panel was further advised that, subsequent to that meeting, law-drafting instructions and a copy of the Draft  Public  Employees  (Pension  Scheme)  (Administration)  (Jersey) Regulations  201-  had  been  provided  for  the  advisor's  attention. Nevertheless,  it  was  not  yet  clear  that  a  sufficient  number  of Regulations would be lodged by mid-July 2014 to allow the advisor to begin work in earnest and the Panel therefore noted that it remained unclear what work, if any, could feasibly be undertaken on the review. The Panel noted that it had effectively become impractical for the Panel to hold further public hearings for this review.
