1. Public Sector Pensions

The Panel, with its expert advisor in attendance, considered its review of Draft Public Employees (Pensions) (Jersey) Law 201- (P.28/2014). The Panel identified matters which it would pursue during the course of the review. It was noted that the advisor would hold discussions that day with a representative from Aon Hewitt and with the Treasurer of the States.

The Panel noted that public hearings had provisionally been arranged for 22nd and 23rd April 2014 with the Chief Minister, the Chairman of the PECRS Committee of Management and the Chairman of the Joint Negotiating Group. Consideration was given to whether the public hearings should be held and it was noted that the undertaking of public hearings might make it difficult to report before the debate on P.28/2014 took place on 13th May 2014. The Panel requested that its expert advisor and the Scrutiny Officer give consideration to timetabling once the advisor had held her meetings later that day and to advise on whether the undertaking of public hearings would be beneficial. The Panel also considered whether a request to defer the debate to a later sitting should be made. It was noted in that latter regard that such a request would most appropriately be made at a political level.
