Implementation of European Legislation The Panel discussed the review in private session under Paragraph 3.2.1(a)(v) of the Code of Practice on Public Access to Official Information. A separate record was therefore taken. The Panel noted that, following its discussions, a revised draft report would be prepared and circulated for approval. The Panel further noted that it was anticipated that the final report would be sent to all States Members, under embargo, on 25th April 2014 for formal presentation on 28th April 2014. It was agreed that a Chairman's Foreword would not be required for the report. | WM |

States Employment Board The Panel considered whether to undertake any work in respect of proposed amendments to the Employment of States of Jersey Employees (Jersey) Law 2005. The Panel agreed to undertake a short review on this subject and present comments to the States Assembly following its work. The Panel recalled that the amendments were due to be lodged au Greffe in May 2014 for eventual debate by the States Assembly in June 2014. |

513/1(41) | Draft Charities Law. The Panel was advised that there was capacity within its current work programme for a review to be carried out on this matter. Subsequently, it was agreed that the Panel would undertake a review of the draft Law. The Scrutiny Officer was asked to request further information from the Chief Minister's Department which, it was anticipated, would help inform the Scoping of the review. The Panel noted that, once the information had been received, it would be beneficial to arrange a private briefing with the Department on the draft Law. The Panel recalled that an all States Members Briefing had been provided by the Department in respect on this subject on 2nd April 2014. The Panel requested a copy of the PowerPoint presentation which had been shown at the Briefing. | SM SM |
09/04/14 Item 6 513/1(41) | 6. States of Jersey Development Company The Panel noted that the Kings Sturge report had not yet been received from the Treasury and Resources Department. The Scrutiny Officer was therefore requested to follow up on this matter. The Panel recalled that it had previously written to the three correspondents who had submitted topic proposals in respect of the Esplanade Quarter. It was further recalled that one correspondent had subsequently responded with a request that the Panel undertake a review on this subject and that the Panel had agreed that the Chairman would draft correspondence and circulate for its consideration. It was noted that the Chairman had not yet drafted the correspondence but would endeavour to do so shortly. Consideration was given to a potential review of the effectiveness of the States of Jersey Development Company in delivering projects agreed by the States Assembly. The Panel agreed to defer further discussion of this matter until its next meeting. The Panel however noted the possibility of including this topic in its legacy report for the next Corporate Services Panel to consider. | WM SF |

15/04/14 Item 1 513/42 | 8. Public Sector Pensions The Panel held public hearings for its review of proposed reforms to the Public Employees Contributory Retirement Scheme (PECRS). The first public hearing was with Mr. M. Richardson, Chairman – Joint Negotiating Group, Mr. G. Birbeck, Secretary – Joint Negotiating Group and Mr. M. Johnson , member of the Joint Negotiating Group. The second public hearing, conducted via telephone was with Mr. R. Amy OBE, Chairman of the PECRS Committee of Management. The proceedings were recorded in order for transcripts to be produced. |
