Public Sector Pensions The Panel noted that a draft Scoping Document, draft Terms of Reference and a draft Engagement Brief had been circulated by e-mail in connection with its review of proposed reforms to the Public Employees Contributory Retirement Scheme (PECRS). It was agreed to amend the draft Terms of Reference to make provision for a comparison between PECRS as it would be structured and PECRS as it was structured currently. It was also agreed that the draft Terms of Reference be amended to include provision for consideration of the future liability of the States within PECRS as revised. | WM |
26/02/14 Item 3 513/37(5) | 2. Implementation of European Legislation The Panel received a briefing from Mr. M. Entwistle, International Relations Officer, and Mr. M. Waddington, Assistant Law Draftsman, on Draft European Union Legislation (Implementation) (Jersey) Law 201- (P.164/2013). The briefing was held in private session under Paragraphs 3.2.1(a)(ix) and 3.2.1(a)(xvii) of the Code of Practice on Public Access to Official Information and a separate record was taken. Subsequent to the briefing, the Panel prepared for its public hearing with Senator Sir P.M. Bailhache , Minister for External Relations, on 11th March 2014. The Scrutiny Officer was requested to draft a question plan, taking into account the areas identified by the Panel, and to circulate it to the Panel for consideration. | WM |
