2. Digital Skills

The Panel was updated about the progress of the Review. The Sub- panel had concluded its evidence gathering following a Public Hearing with the Minister for Education, Sport and Culture, and would begin report writing shortly.

3. Ports of Jersey

The launch of the Economic Development Department's White Paper' public consultation on the proposed incorporation of the Ports of Jersey was noted.

The  Panel  was  informed  by  the  Chairman  about  the  content  of  a briefing received from the Group Chief Executive, Ports of Jersey. The briefing related to ongoing negotiations with Condor Ferries on the company's intentions to purchase a new vessel and an associated new ramp licence.

4. Retail Policy Review

The  Panel  welcomed  the  Chief  Executive,  Jersey  Business,  who clarified  aspects  of  the  organisation's  submission  to  the  Review following  receipt  of  relevant  sections  of  the  Panel's  draft  report circulated as part of the required pre-presentation process.

The Panel discussed its draft report and considered initial findings and recommendations. It was agreed that the Chairman would liaise with the Officer to further develop the findings and recommendations, which would be subsequently circulated to the Panel for consideration.

5. Jersey Aircraft Registry

The  Panel  considered  the  Jersey  Aircraft  Registry  (JAR)  Business

Case,  forwarded  on  4th  June  by  the  Economic  Development Department  following  the  Panel's  formal  request  for  both  it  and associated  reports  on  15th  May.  The  Panel  raised  a  number  of concerns  with  regard  to  the  content  of  the  Business  Case,  and considered the implications of the inadequate time afforded to it to undertake  its  work  ahead  of  the  forthcoming  States  debate  on associated legislation, scheduled for 17th June. It was agreed that the Chairman would write to the Minister for Economic Development to request a meeting at the earliest opportunity, in order to discuss the situation and inform any subsequent decisions the Panel might take on the matter.

6. Enterprise Action Plan

The Panel noted the publication of the Enterprise Action Plan 2014-15 (R.73/2014).

7. Jersey Innovation Fund

The Panel noted a recently signed Ministerial Decision, MD-E-2014- 004,  regarding  the  approval  of  funding  from  the  Jersey  Innovation Fund.

The Panel noted that its next meeting was scheduled to take place at 9.30am on 11th June 2014.
