| 1. Records of Meetings The records of the Panel's meetings held on 21st and 26th February 2014 were approved and accordingly signed by the Chairman. |
26/02/14 Item 2 515/28 | 2. Digital Skills The Sub-panel Chairman updated the Panel about site visits to secondary and primary schools undertaken on 7th March 2014, and outlined the Sub-panel's intention to shortly begin arranging concluding Public Hearings ahead of report writing. |
26/02/14 Item 3 515/24 | 3. Financial Services Ombudsman Further to its Adviser's report and related correspondence, the Panel noted a letter sent to the Minister for Economic Development on 6th March 2014 outlining its recommended actions, and considered the Minister's response. It was agreed that the Minister's response did not sufficiently address the matters raised by the Panel, and, as further work would therefore be required, the Minister would be requested to postpone the date of date to provide reasonable time for the appropriate Scrutiny process to be completed. The Panel also noted the draft Financial Services Ombudsman (Exempt Business) (Jersey) Order 201-, and was informed that, despite requests to the Economic Development Department, it was still awaiting receipt of the draft Financial Services Ombudsman Regulations ahead of the upcoming subordinate legislation Review. The Panel approved the updated Scoping document and associated budget for that phase of its Review. | TO/ET TO/ET |
26/02/14 Item 4 515/31 | 4. Ports of Jersey The Panel agreed to follow up its request for further information from Prospect and Unite unions on the Transfer of Public Sector Employees (TOPSE') process, made following their recent submission regarding the incorporation process. The Panel discussed the current position of its Review and agreed | TO |
| that it continued to await receipt of suitably advanced background documents and timetable clarity from the Ports of Jersey to be able to scope it's Review and confirm Terms of Reference on a suitably informed basis. It remained extremely concerned about the increasingly short timetable available to it to undertake an appropriate Review, and recalled that such timetable concerns had been formally and informally communicated to the Minister for Economic Development and the Ports of Jersey on a number of occasions over many months. |
21/02/14 Item 1 515/29 | 5. Retail Policy Review The Panel noted receipt of Public Hearing transcripts from 21st February 2014 and recent written submissions to the Review. It considered the current position of the Review and possible next steps, and undertook preparations for the series of Public Hearings scheduled for 13th March 2014. | TO |
12/02/14 Item 5 515/1/(24) | 6. Work Programme The Panel considered its current and planned future Work Programme, noting that there was unlikely to be capacity to add additional work to that already outlined. However, this was subject to the ongoing uncertainty regarding the Ports of Jersey incorporation timetable, for which it continued to await further information. |
| 7. Future meetings The Panel noted arrangements for Retail Review Public Hearings on 13th March 2014 as follows:
It further noted that its next meeting was scheduled to take place at 9.30am on 26th March 2014, Blampied Room. |
