1.  Records of Meetings

The records of the Panel's meetings held on 11th and 16th June 2014 were approved and accordingly signed by the Chairman.

2. Digital Skills

The Panel was updated about the progress of the Review. The Sub- panel had concluded its evidence gathering and would begin report writing shortly upon completion of the Retail Review.

3. Retail Policy Review

The  Panel  discussed  its  draft  report  and  findings  and recommendations.  It  was  agreed  that  subject  to  the  completion  of agreed minor amendments and circulation of the finalised Executive Summary, the necessary arrangements should be made for the report to be presented to the States on 30th June 2014.

4. Jersey Aircraft Registry

The  Panel  considered  an  updated  Jersey  Aircraft  Registry  (JAR) Business Case, forwarded by the Economic Development Department following a meeting and recent correspondence on the matter.

The  Panel  agreed  that  it  continued  to  have  significant  concerns regarding  the  adequacy  of  the  Business  Case,  particularly  in  the context of the impending States debate on associated legislation. It was further  agreed  that  the  Chairman  would  write  to  the  Minister  for Economic  Development,  re-confirming  the  Panel's  position  that  its concerns were such that it questioned the appropriateness of debating the legislation at this time.

5. Alcohol and Licensing Strategy

The Panel noted the Economic Development Department's proposed timetable for the lodging in July of the draft Liquor Licensing Law. The Panel  agreed  that  the  Chairman  would  raise  with  the  Chairmen's Committee its dis-satisfaction with the proposed timetable and lack of consideration for the anticipated cross-Panel Scrutiny Review.

6. Future meetings

 

 

The  Panel  noted  that  due  to  States  Sessions,  its  next  scheduled meeting was unlikely to take place until 9.30am on 23rd July 2014. It agreed that, should the need arise, it would try to make arrangements to  meet  before  that  date  and  would  continue  to  conduct  business electronically.
