1.  Records of Meetings

The records of the Panel's meetings held on 11th and 13th March 2014 were approved and accordingly signed by the Chairman.

2. Digital Skills

The Sub-panel Chairman updated the Panel about the progress of the Review,  including  a  recent  meeting  held  to  consider  evidence gathered to date- and the next steps of the Review. It had been agreed to request a number of school IT Business Plans from the Education, Sport and Culture Department following recent site visits, to assist preparations for final Public Hearings and report writing.

3. Financial Services Ombudsman

The  Panel  noted  that  the  planned  second  phase  of  its  Review examining  subordinate  legislation  to  the  draft  Financial  Services Ombudsman  (Jersey)  Law  201-,  was  now  unlikely  to  proceed  as planned  following  a  revised  consultation  process  outlined  by  the Economic Development Department. It was not envisaged that the legislation would be available for Review by the existing membership of the Panel prior to the elections in October 2014, and the Panel agreed that this likelihood should be relayed to its advisers.

4. Ports of Jersey

The Panel noted additional draft background information papers from the Ports of Jersey and that it awaited additional information from Prospect  and  Unite  unions  on  the  Transfer  of  Public  Sector Employees (TOPSE') process.

The Panel discussed the current position of its Review and agreed that it would continue to try progress as effectively as it could, despite continuing  to  await  receipt  of  suitably  advanced  background documents and timetable clarity from the Ports of Jersey to be able to scope  it's  Review  and  confirm  Terms  of  Reference  on  a  suitably informed basis.

5. Retail Policy Review

The Panel noted receipt of Public Hearing transcripts from 13th March 2014, and considered the evidence gathered to date in detail as part of preparations for the concluding Public Hearing with the Minister for Economic Development scheduled for 3rd April 2013.

6. Topic Proposal

The  Panel  noted  correspondence  from  the  Corporate  Services Scrutiny  Panel  regarding  the  proposed  Esplanade  Quarter Development.

7. Draft Companies Law Amendment

The Panel considered the Companies (Amendment No 11) (Jersey) Law 201- and Companies Law Response Paper received from the Financial Services Office. Subject to clarification of a small number of points, it was agreed that the Panel did not anticipate the need for a further briefing or additional work on the proposed Amendment.

8. Jersey Innovation Fund

A  response  from  the  Economic  Development  Department  to  the Panel's request for further information in relation to Boards under the remit of the Department was considered. The Panel agreed that, as the response did not provide the information requested, it would give further consideration to the options available to it to be provided with that information, including a Written Question to the States asked by an individual Member of the Panel if necessary.

9. Tourism Shadow Board

In follow up to its report SR1-2013 Tourism Shadow Board, the Panel discussed  the  publication  of  the  Tourism  Shadow  Board's  report regarding the future structure of tourism in Jersey, and considered next steps. It agreed to invite the Chairman of the Tourism Shadow Board to attend a Public Hearing, and further agreed its intention to discuss  the  report  at  a  subsequent  individual  or  Quarterly  Public Hearing with the Minister for Economic Development.

10. Future meetings

The Panel noted arrangements for the Retail Review Public Hearing with the Minister for Economic Development on 3rd April 2014. It further noted that its next meeting was scheduled to take place at 9.30am on 9th April 2014, Blampied Room.
