1.  Record of Meeting

The record of the Panel's meeting held on 15th January 2014 was approved by the Panel.

2. Appointment of Vice-Chairman

The Panel noted the resignation of Connétable S.W. Pallett as Vice- Chairman, following his appointment as Chairman of the Education and Home Affairs Scrutiny Panel. The Connétable would remain a member of the Panel.

The  Panel  agreed  to  appoint   Connétable  M.J.  Paddock  as  Vice- Chairman.

3. Digital Skills

The  Sub-panel  Chairman  updated  the  Panel about recent  Review work,  notably  regarding  the  progress  being  made  with  receipt  of written  submissions.  The  Sub-panel  had  met  recently  to  evaluate evidence  received  to  date  and  to  establish  next  steps.  Due  to  a disappointing number of written submissions, notably from schools, it had agreed to re-contact those stakeholders who had not responded to the initial request for information and offer an extended deadline. The Chairman would also be raising concerns about the low number of  school  submissions  with  the  Minister  for  Education,  Sport  and Culture.

4. Jersey Innovation Fund

The Panel welcomed the Chairman of the Jersey Innovation Fund (JIF), who provided an update briefing on its progress to date. The Chairman outlined, amongst other areas, the process of appointment of the non-executive directors, the scope of applications received to date,  the  process  by  which  applications  were  considered  by  the Board, post-funding monitoring procedures, delays in the development of  Phase  2  (equity  stakes)  and  remuneration  of  non-executive

 

 

directors.

5. Retail Sector Review

The Panel noted the progress being made in relation to its Review timetable, and agreed to follow up outstanding responses to written submission requests with an extended deadline where necessary. The Chairman  would  liaise  further  with  the  Officer  regarding  possible Public Hearings, after which a proposed timetable would be circulated for Panel consideration.

6. Draft Aquatic Resources (Jersey) Law 201-

The Panel noted a re-drafted amendment relating to the appropriate scale'  principle  for  Environmental  Impact  Assessments  and  the Minister's proposed statement regarding rights associated with the collection of loose vraic.

The Panel also noted that it was awaiting a written update from the Economic Development Department outlining the timetable for any planned Regulations, which in turn would help inform the drafting of a Comments paper.

7. Financial Services Ombudsman

The Panel noted the proposed timetable for its Review and associated actions, and considered a number of candidates identified for the role of its expert adviser. It agreed that it would seek to secure the services of Queen Margaret University Consumer Insight Centre, initially for the

first phase of its Review with a view to contracting the same adviser for the Review's second phase, once the Regulations were available.

8. Tourism Webcams

The  Panel  noted  information  received  from  the  Economic Development Department in response to its update request following a topic proposal from a member of the public. The Panel requested that the member of the public be thanked and advised of the response.

9. Quarterly Public Hearing

The Panel noted arrangements for the Quarterly Public Hearing on 13th February, 2014, with the Minister for Economic Development. The Panel confirmed the following topic areas:

  • Ports of Jersey Incorporation
  • Jersey Innovation Fund
  • Event Funding
  • Aircraft Registry
  • Sea Routes
  • Tourism Shadow Board

In  preparation  for  the  Hearing  it  was  agreed  that  background information  would  be  requested  from  the  Economic  Development Department including its spending on events, Ports of Jersey cruise ship viability analysis and a draft copy of the preliminary Tourism Shadow Board report.

10. Annual Report

The Panel approved its entry in the 2013 annual report for the States

 

 

Assembly, subject to an agreed addition regarding Aquatic Resources.
