1.  Records of Meetings

The record of the Panel's meetings held on 19th May 2014 were approved and accordingly signed by the Chairman.

2.  Draft Explosives (Jersey) Law 201-

The  Panel  approved  the  first  draft  of  comments  in  response  to P.96/2014 which had been lodged by the Minister for Home Affairs. It was noted that the proposition failed to include the notification of Constables in Article 23 and the Minister had been notified of the concerns of the Panel. It was clear that an amendment was needed either by the Minister or by the Panel to rectify the problem. The Panel was awaiting a response from the Minister.

3.  Trackers Apprenticeship Programme.

Following the public hearing with Mr. M. Burton, Chairman of the Jersey  Construction  Council,  Education,  Training  and  Professional Development  sub-committee,  the  Panel  agreed  to  meet  the apprentices  who  had  responded  to  an  advertisement  to  discuss Trackers from their point of view. They were to meet on the evening of Wednesday 4th June at an informal venue. The Panel approved the release of funds to cover the cost of a venue and light refreshments.

Following  a  discussion  about  the  role  of  the  Mentors  within  the programme, it was agreed that the job description was to be obtained from the Department.

It was noted that the Minister had agreed to attend a hearing on 9th June and a question plan was required.

It was further agreed that, dependant on that hearing with the Minister for Education, Sport and Culture, a need to discuss the finance of Trackers with the Minister for Treasury and Resources may arise. A

4.  Youth Service

The Panel noted that the scoping documents for the review had been approved by the Chairmen's Committee and that the review was ready to go should time allow. It was noted, however, that the scrutiny work of the Panel was likely to finish at the end of July 2014, due to the commitments of Members leading through the summer break and into September and October. Therefore it was unlikely that this review would be started. Should that be the case, the Panel would include the review in its legacy report.

5.  Swimming Pool Feasibility Study

The Panel was informed that the Chairman was to meet with the Assistant  Minister  for  Treasury  and  Resources  to  establish  if  the proposed feasibility study on the future of public swimming pools in the Island was to go ahead. The Chairman would report back to the Panel.

6.  Future Meetings

The Panel noted that its next meeting was scheduled to take place at 9.30am  on  16th  June 2014  in  the  Blampied  Room  of the  States Buildings.
