16.06.14 Item 3 516/39 | 1. Draft Explosives Law The Minister for Home Affairs had notified the Chairman that the Panel's amendment to P.96/2014, Draft Explosives Law 201- would require the Connetable of the Parish to be consulted in relation to every application for new premises and the annual applications for a renewal of licences for magazines. This was overly bureaucratic and would burden the Home Affairs Department. The Minister proposed a move from annual licences, to licences for three years and the Connetable would then be consulted on every application (including a renewal) and notified of every successful application. As the law leaves the period of the licence open, a three year licence was considered more appropriate than annual renewal, in order to reduce the level of bureaucracy. The Panel approved of the suggested move to three year licences. |
