Compulsory wearing of cycle helmets The Panel considered recent correspondence received from members of the public in respect of P.30/2014 (Draft Road Traffic (No.60) (Jersey) Regulations 201-), lodged by the Minister for Transport and Technical Services on 18th March 2014. Members discussed whether the Panel should investigate the topic of the compulsory wearing of cycle helmets; it was agreed that a review would be appropriate but that this should take place after the Panel's existing work commitments had been completed. The Scrutiny Officer was asked to contact the department accordingly, and to prepare a draft scoping document and terms of reference for a review to commence in July. | MO |
Item 4 14.03.14 514/1(18) | 3. Crematorium emissions The Minister for Planning and Environment had replied to the Panel's letter of 24th March 2014 enquiring about crematorium emissions. As the Panel had indicated that replies on this matter would be made public, the Scrutiny Officer was asked to forward this letter to the member of the public who raised the issues, together with copies of relevant correspondence previously received from the Minister for Health and Social Services. | MO |

The Panel was still awaiting the final version of its adviser's report, as information about more recent testing had come to light and was being investigated. It was agreed that subject to any new material arising from the adviser's work, the Scrutiny report should highlight the low priority given to testing and perceived complacency from departments over radon issues. | MO |
Item 2 14.03.14 514/24 | 5. Waste Water Strategy The Panel considered a draft report received from its adviser. This was broadly supportive of the strategy proposals, including the technology favoured by the Transport and Technical Services Department (TTS), while making a number of minor recommendations for improvement. The report identified a potential alternative to the conventional Activated Sludge process proposed (Sequencing Batch Reactors or SBRs) which might be considered under some circumstances. However, it was noted that the Deep Shaft process favoured by the Minister for Planning and Environment was not considered suitable for Jersey's needs for technical reasons, as well as on probable cost grounds. The Panel identified various points of detail to follow up with the adviser and the Transport and Technical Services Department. It was agreed that the adviser's report should be shared with both TTS and the Department of the Environment, to enable them to respond to the Panel prior to the public hearings for the review planned for 6th May 2014. | MO |

Planning Officers Society report The Panel discussed whether to consider a review into planning issues, following publication of the latest report by the Planning Officers Society on the Department of the Environment's planning process. Given existing commitments in respect of the Waste Water Strategy, radon, and taxi regulation and the new proposal to review the compulsory wearing of cycle helmets it was agreed that the Panel would not pursue a review of planning process. | MO |
