| 1. Record of Meetings The Panel noted and approved the records of its meetings held on 1st December [public and private] and 4th December 2014. The Chairman signed them accordingly. |

04/12/14 Item 2 517/30 | 2. Respite Care for Adults The Panel considered its meeting with Mr. J. Medway on 12th December 2014. It was noted that the meeting was very useful and informative. The Officer confirmed that a private minute had been taken of the meeting and that it would be attached to the subsequent agenda. The Panel considered a draft Scoping Document that had been circulated prior to the meeting. It was advised that the Scoping Document was a working document that was not published but sent to the Chairman's Committee for approval once agreed by the Panel. The Panel identified a number of minor amendments to the main body of the Scoping Document which the Scrutiny Officer was requested to enact. The Panel approved the document, subject to the amendments, and the Officer was asked to circulate it to the Chairman's Committee for its consideration and approval. Consideration was given to whether the Panel required the assistance of an expert advisor to help undertake a review of respite care for adults. It was noted that the previous Panel had appointed an expert advisor for its review of respite care for children and young adults. It was advised however that at the end of its review the previous Panel had agreed that the expert advisor had not been required. The Panel agreed to reassess this matter once the Terms of Reference for the review had been determined. The Panel considered how it would undertake evidence gathering for its review. It was noted that due to the nature of the review it was likely that the majority of Hearings with members of the public would be held in private. | service users or parents of service users in a private and confidential setting. Consideration was given to the possibility of members of the public requesting home visits. The Panel was advised that it was not an official route that Scrutiny would take and if Members wanted to meet with people in their homes they would have to do so in their own capacity. It was noted that in order to save Members time, the Panel could divide meetings with stakeholders up and attend individually with a Scrutiny Officer who would take a formal record. Depending on the evidence received, it might then choose to invite people back for a second meeting with all Members of the Panel. The Officer was requested to provide the Panel with a list of people who provided evidence to the previous Panel during its review of respite care for children and young adults. It was agreed that the list could provide a starting point from which the Panel could begin identifying stakeholders for its own review. The Panel agreed to undertake visits to respite homes which catered for adults. The Officer was requested to arrange visits once the Terms of Reference had been decided and agreed by the Panel. The Officer was further requested to draft Terms of Reference and circulate to the Panel in the week commencing 5th January 2015 for approval via email. The Panel was advised that the Terms of Reference would then be sent to the Health and Social Services Minister for comments, on which he would have 5 working days to respond. The Panel agreed to send out press releases at the beginning, the end and during the evidence gathering stage of its review to raise its profile and encourage participation. The Panel was advised that a press release would be drafted once the Terms of Reference had been agreed. The Panel requested the Scrutiny Officer to draft a call for evidence JEP advert before its next meeting. The Panel recalled that Deputy J. Hilton had previously expressed interest in being co-opted onto the Panel for the review. 517/1/1(4) | 3. Introductory meeting with the Minister for Social Security The Panel considered its discussion with the Minister which took place on 16th December 2014. It was noted that at future meetings it would request that the Minister answered the majority of questions put to her by the Panel. |

The Panel agreed to defer consideration of the topic proposal until its next meeting. It was advised however that the Panel should be mindful that the subject was currently being discussed and debated in the States Assembly. |

04/12/14 Item 11 510/1(3) | 6. Visit to Westminster The Panel received an update on the arrangements for its visit to Westminster. It was noted that the Panel would be visiting Westminster on the 13th January and London Assembly on the 14th January 2015. The Panel was advised that an itinerary had been requested but was yet to be received. It was further advised that the Officer was currently looking at hotel options and would confirm with the Panel once the rooms had been booked. | KB |
