10.03.15 Item 1

513/45

3.  Medium Term Financial Plan: review

The Committee noted that the Corporate Services Scrutiny Panel was undertaking a review into the above, however, it considered how other Panels should be involved. The Committee considered whether to form a Sub-Panel of the Corporate Services Scrutiny Panel, co-opt a Member onto that Panel or whether that Panel should hold informal briefings to update others as appropriate.

It  was  agreed  that  the  Corporate  Services  Scrutiny  Panel  would consider the matter at its next meeting and advise the Committee of its decision.

465/4(14)

4.  Privileges and Procedures Committee: update

The Committee considered a briefing paper on the deliberations of the above Committee in particular in respect of the budget. It was noted that it was reasonable to expect a cut to the States Assembly budget, however, it requested a breakdown of the States Assembly budget.

It  was  agreed  that  the  Greffier  of  the  States,  in  his  capacity  as Accounting Officer, would be invited to the April meeting to discuss possible budget cuts.

5.  Code  of  Practice  for  engagement,  for  the  purposes  of Scrutiny, between elected Members conducting Scrutiny and Ministers and Assistant Ministers

6.  Use  of  Management  Information  in  the  Health  and  Social Services Department – Operating Theatres: Comptroller and Auditor General: presentation

The Committee welcomed the Comptroller and Auditor General who gave a presentation on the findings in relation to the above review.

10.02.15 Item 11

510/3(7)

7.  Public Engagement

The Committee considered ways to reach out to a wider audience and,  notwithstanding  that  Scrutiny  had  previously  administered  a Facebook  account  which  was  closed  by  the  previous  Committee, requested that this be re-launched. The Committee was of the opinion that this would provide an alternative mechanism for advertising calls for evidence as well as reaching out to a different demographic.
