21.04.15 Item 5 510/1(5) | 1. Code of Practice for engagement, for the purposes of Scrutiny between elected Members conducting Scrutiny and Ministers and Assistant Ministers. The Committee continued its consideration of the above in particular with regard to the section on legal advice and compliance. Subsequent to consideration of compliance matters, the Committee agreed that if a matter could not be resolved by the Committee itself, it would wish to make a recommendation to the Privileges and Procedures Committee about which action that Committee should take. The Committee also decided that it would verify whether the Privileges and Procedures Committee should have the power to remove a member from a Scrutiny Panel in the event of a breach of the Code by a Panel Member who refused to stand down upon request by the relevant Chairman. The Committee compared the terms of reference as set out in Standing Order 136 with the section in the draft Code which referred to topic areas which Panels might choose to reject. The Committee agreed to retain the statement in the draft Code. |

| 2. Staffing The Committee expressed a vote of thanks to the Scrutiny Manager who was to retire at the end of the week and welcomed Mr. T. Oldham who had been appointed to the post. The Committee wished him all the best for the future. |
