1. Jersey International Finance Centre

The Panel considered draft correspondence to the Minister for Treasury and Resources. The Panel agreed that due to the range of matters to be covered, two separate letters should be sent once the content had been finalised by the Chairman in liaison with the Panel's Officer.

The  Panel  recalled  its  advisers,  Ernst  and  Young  LLP,  would  be undertaking a series of meetings on 13th and 14th May, beginning with the Panel at 8.30am on 13th. It was agreed that, subject to the approval of Ernst and Young, the Chairman would attend the scheduled meeting with the Minister for Treasury and Resources on 14th May.

2. Quarterly Hearing, Chief Minister

The Panel welcomed Senator I.J. Gorst , Chief Minister, Senator P.F. Routier,  Assistant  Minister,  Mr  A.  Scate,  Chief  Officer  Environment Department, Mr P. Bradbury, Policy Director and Mr T. Walker , Chief Officer of External Relations to a Quarterly Public Hearing. The Hearing was recorded and transcribed.

The Panel agreed to continue development of detailed questions at its meeting to be held on 13th May.

4. Public Finance (Jersey) Law 2005 – Amendment

The Panel considered the views of its expert advisor in relation to its draft  amendment  to  the  amendment  as  lodged  by  the  Minister  for Treasury  and  Resources. It  agreed  its  amendment  accordingly  and requested  that  the  necessary  accompanying  report  be  drafted  for

5. Transfer of Functions

The Panel further considered the lodging of P.46/2015(Re-issue) Draft States  of  Jersey  (Transfer  of  Functions  No.  8)  (Miscellaneous Transfers) (Jersey) Regulations 201- on 6th May 2015. It agreed that it would begin to re-scope its Review and would re-establish contact with proposed  advisers.  Noting  its  current  and  potentially  heavy  future workload, including Public Sector Reform and Public Sector Pensions, the Panel agreed to update its Work Programme. This would also help it to  determine  the  required  timescale  for  its  Transfer  of  Functions Review.

6. MTFP 2016-19

The Panel noted that the Council of Ministers would shortly be receiving updated  information  regarding  income  forecasts.  It  was  agreed  to request that the information be forwarded to the Panel for the purpose of its Review. The Panel agreed that it would seek a related briefing from its adviser, M.J.O. Consulting, once this information had been received.
