1. Records of Meetings

The Panel approved the records of the meetings held on 24th, 26th and 30th November and 2nd, 3rd and 11th December 2015. The Chairman signed them accordingly.

2. Jersey International Finance Centre

The Panel considered the timeline of correspondence and draft opening statement in relation to the upcoming summons procedure. The Panel discussed minor amendments to the timeline and requested an updated draft be circulated. The Panel agreed to provide its comments on the draft  opening  statement  to  the  officer  by  Tuesday  22nd  December 2015. The Panel agreed to wait until the summons procedure had passed before discussing the next steps for this review.

3. Possible Merge of JT/Airtel

The Panel was advised it would receive a briefing from the Department of  Treasury  and  Resources  on  21st  January  2016  at  10am  in  Le Capelain Room, States Building. The Panel requested the Department be contacted in advance of the briefing to circulate any relevant briefing documents.

4. Work Programme

The  Panel  was  advised  that  the  officers  were  in  contact  with  the Department of Treasury and Resources regarding the Department's business plan for 2016. The Panel was given an update of the key areas of focus and was advised a detailed Panel work programme would follow at its next meeting. The Panel was also advised that Chief Minister's Department and the Department of External Relations had yet to be contacted for their business cases however, this would follow.

5. Future Meetings

The  Panel  agreed  to  meet  on  8th  January  2016  to  discuss  the upcoming  summons  process.   The  Panel  noted  its  next  scheduled meeting  would  take  place  on  18th  January  2016  at  9.30am  in  Le Capelain Room, States Building.
