1. Records of Meetings

The Panel approved and agreed the records of its meetings held on 16th and 22nd December 2014, 22nd and 30th January 2015, 30th January 2015 (electronic), 2nd, 4th, 18th, and 27th February 2015, 2nd, 9th and 13th March 2015. The Panel requested minor amendments be made to the records of 6th and 9th March 2015 and pending these amendments, approved the records.

2. Jersey International Finance Centre

The Panel considered the next steps of its Review. It agreed that it would seek to establish for its advisers a series of meetings that they had requested to hold with stakeholders. In advance of the meetings, the Panel agreed that it would follow up on presently unfulfilled requests for information from the Treasury and Resources Department, agreeing correspondence accordingly.

3. Review of the MTFP 2016 – 2019

The Panel received a verbal update and was informed the review was moving forward. The Panel was reminded of its briefing with Treasury and Resources on 17th April 2015 at 2pm on the 2014 out turns which its advisor from MJO Consulting would be attending.

4. Transfer of Functions

The Panel recalled correspondence dated 25th March requesting an update from the Chief Minister about his revised approach to proposals set out in R160/2014 and the draft States of Jersey (Establishment of Minister, Re-Naming of Ministers and Transfer of Functions) (Jersey) Regulations 201-.

It noted that it awaited a response, and agreed to write again to the Chief  Minister  asking  for  this  to  be  received  shortly,  including  on

 

 

 

organisational changes, such as those regarding the Home Affairs and Chief  Minister's  Departments  and  externally  facing  areas  of government.

5. Public Finance (Jersey) Law 2005 – Amendment

The  Panel  considered  the  draft  Amendment  of  the  Public  Finance (Jersey) Law 2005. The Panel requested the Amendment be pasted into the Public Finance (Jersey) Law to show it in context with the Law. The Panel enquired if it would be possible to hold a conference call with its potential advisor to discuss any initial queries and asked if this could be arranged for Friday at 1.30pm.

6. Council of Ministers Strategic Plan – Amendment

The Panel requested the Comments from the Council of Ministers on its Amendments to the Strategic Plan be circulated as soon as possible.

7. Public Sector Pensions

The Panel was informed that a briefing was due to take place in early May to discuss the draft Regulations.

8. Future Meetings

The Panel noted a briefing from Treasury and Resources on Friday 17th April 2015 to discuss the 2014 out turns. The Panel also noted its next scheduled meeting date of 27th April 2015.
