Item 2 9.11.15 513/46 | 1. Jersey International Finance Centre The Panel discussed the possibility of holding a Public presentation of its interim report. The Panel agreed it would hold a presentation to all States Members and would discuss holding a Public presentation following production of its final report. The Panel agreed to hold its presentation on 1st December 2015 during the States lunch adjournment. The Panel discussed the objectives of its presentation and areas of focus. The Panel requested power point slides be drafted and circulated prior to its next meeting on Tuesday 24th November 2015. The Panel discussed a recent request from the Department of Treasury and Resources to provide the engagement brief from its initial advisor, Mr R. Law. The Panel agreed that should the engagement brief be provided, it would be when the Panel had completed its final report. The Panel also discussed a further request from the Department of Treasury and Resources to provide a contact at Ernst Young (EY), the Panel's current advisor, whom the Minister for Treasury and Resources could contact. The Panel did not see this as appropriate and denied the request. Following recent email correspondence, the Panel agreed that a letter be drafted to the Greffier of the States asking for clarification on the status of various propositions relating to the Waterfront Development. Item 2 02/11/15 513/47 | 2. Transfer of Functions The Panel was informed that wording on its amendment would be drafted by the Law Draftsmen and a copy provided in due course. The Panel also discussed its timetable for presentation of its Comments and agreed on a deadline of 27th November 2015 for them to be sent to Stakeholders with a presentation date week commencing 7th December 2015. The Panel requested a draft of its Comments be circulated on Friday 20th November 2015 for initial observations. | JH |
