1. Medium Term Financial Plan (MTFP) Interim Report – Phase 1

The Panel welcomed Senator I.J. Gorst , Chief Minister, Senator P.F. Routier, Assistant Minister, Mr D. Peedle, States of Jersey Economist, Mr C. Haws, Head of Financial Planning, Mr P. Bradbury, Director of Corporate Policy and Ms C. Donnelly, Executive Support to a Public Hearing on the MTFP Interim Report Phase 1. The Hearing was recorded and transcribed.

 

 

2. Records of Meetings

The Panel approved the records of its meetings held on 5th December 2014, 7th, 12th and 15th January 2015. Amendments were agreed to the records of the meetings held on 16th and 22nd December 2014, which would be re-circulated for approval at the Panel's next meeting. Consideration of the record of the meeting held on 22nd January 2015 was deferred to the following meeting.

3. Medium Term Financial Plan (MTFP) Interim Report – Phase 1

The Panel was advised that a draft of its report would be circulated to the Chairman on Friday 6th February 2015 for initial comments. The Panel agreed it would like to present its report on 23rd February 2015 in time for the States In-Committee Debate on the Council of Ministers proposed Strategic Priorities.

4. Medium Term Financial Plan (MTFP) Review

The Panel approved the appointment of MJO Consulting as its expert advisor  for  the  next  phase  of  its  review  and  asked  that  Terms  of Reference and a Scoping Document be drafted. The Panel discussed the possibility of a Sub Panel to look at the MTFP Review as was done for the previous MTFP review. The Chairman agreed to raise the issue at  the  next  Chairman's  Committee  meeting  and  report  back  to the Panel.

5. Jersey International Finance Centre

An update was received by the Panel on the progress of its Review, with the Panel noting recent correspondence sent by the Chairman to the  Minister  for  Treasury  and  Resources  and  the  States  of  Jersey Development  Company  regarding  the  Terms  of  Reference  and  the launch of the Review's evidence gathering phase. It was further noted that targeted requests for written submissions and a public call for evidence would be issued shortly.

6. Re-naming of Ministers and Transfer of Functions

The Panel received an update from the Chief Minister regarding the likely  timetable  for  the  lodging  of  the  draft  States  of  Jersey (Establishment  of  Minister,  Re-Naming  of  Ministers  and  Transfer  of Functions) (Jersey) Regulations 201-. It was noted that further clarity on the Chief Minister's plans would help inform the timing of work to be undertaken by the Panel's advisers. Accordingly, it was agreed that the Chief Minister would correspond with the Panel in due course to provide an update on his intended approach to the Regulations.

The Panel agreed to write to its advisers to update them as to the current situation and to revise the scheduled timing of their work.

7. Livelink

The Panel was reminded of the benefits of having the Livelink software as documents were regularly being uploaded by Officers, and recalled the process to follow in order to receive the required software.

8. Westminster Select Committee

The Panel agreed that the visit to Westminster had been very beneficial and requested that its thanks be communicated to the individuals it met.

9. Media Communication

The Panel considered its approach to media communication by Panel Members. It agreed that it would be beneficial on matters relating to Panel business for Members to relay any communication undertaken with the media at the earliest opportunity.

 

 

10. Future Meetings

The  Panel  noted  a  Quarterly  Public  Hearing  with  the  Minister  for Treasury and Resources on 2nd March 2015 in Le Capelain Room at 2.30pm. The Panel also noted its next scheduled meeting date of 9th March  2015  in  Blampied  Room  at  9.30am  to  include  a  Quarterly Hearing with the Chief Minister. The Panel further noted a Quarterly Public Hearing with the Minister for External Relations on 26th March 2015 in Le Capelain Room at 1.00pm and agreed that the Officers liaise
