Medium Term Financial Plan (MTFP) Interim Report – Phase 1 The Panel was advised that a draft of its report would be circulated to the Chairman on Friday 6th February 2015 for initial comments. The Panel agreed it would like to present its report on 23rd February 2015 in time for the States In-Committee Debate on the Council of Ministers proposed Strategic Priorities. | JH |

513/45 | The Panel approved the appointment of MJO Consulting as its expert advisor for the next phase of its review and asked that Terms of Reference and a Scoping Document be drafted. The Panel discussed the possibility of a Sub Panel to look at the MTFP Review as was done for the previous MTFP review. The Chairman agreed to raise the issue at the next Chairman's Committee meeting and report back to the Panel. | JH JLF |

Jersey International Finance Centre An update was received by the Panel on the progress of its Review, with the Panel noting recent correspondence sent by the Chairman to the Minister for Treasury and Resources and the States of Jersey Development Company regarding the Terms of Reference and the launch of the Review's evidence gathering phase. It was further noted that targeted requests for written submissions and a public call for evidence would be issued shortly. | TO |

Re-naming of Ministers and Transfer of Functions The Panel received an update from the Chief Minister regarding the likely timetable for the lodging of the draft States of Jersey (Establishment of Minister, Re-Naming of Ministers and Transfer of Functions) (Jersey) Regulations 201-. It was noted that further clarity on the Chief Minister's plans would help inform the timing of work to be undertaken by the Panel's advisers. Accordingly, it was agreed that the Chief Minister would correspond with the Panel in due course to provide an update on his intended approach to the Regulations. The Panel also noted its next scheduled meeting date of 9th March 2015 in Blampied Room at 9.30am to include a Quarterly Hearing with the Chief Minister. The Panel further noted a Quarterly Public Hearing with the Minister for External Relations on 26th March 2015 in Le Capelain Room at 1.00pm and agreed that the Officers liaise | SB/TO |
