1. Review of Medium Term Financial Plan (MTFP) 2016 - 2019

The Panel noted a briefing on 17th April 2015 on 2014 outturns and another  on  1st  June  2015  to  review  the  draft  MTFP.  The  Panel requested MJO Consulting be invited to the briefing on 17th April 2015 with a further meeting to take place following the briefing. The Panel requested, if possible, for it to receive copies of the outturn figures prior to the meeting.

The Chairman updated the Panel on the recent Chairmen's Committee meeting where the MTFP was part of the agenda and the idea of a sub- Panel or co-opted member was discussed. The Chairman asked the Panel for its views and it was agreed that the Panel would not set up a sub-Panel  or  co-opt  an  additional  Member.  However,  should  other Panels wish to review the detail of their remit regarding relevant areas of the MTFP, it would be most effective if they were responsible for doing so individually, using their contextual knowledge to help judge what Scrutiny would be required. The Panel agreed that good cross- Panel communication would be paramount to the review and agreed that  the  most  appropriate  formal  forum  for  doing  so  would  be  the Chairmen's Committee. Relevant briefing papers would be circulated as and when necessary by any Panel. This would be in addition to other relevant communication at Member or Officer level as need arose.

2. Jersey International Finance Centre

The Panel discussed the next steps of its Review. It agreed to request a briefing from the Economic Development Department with regard to the demand for  Grade  A Office  demand  identified  through the  work of Locate Jersey and other sections of the Department. It further agreed to meet on Friday 27th March to consider in detail the written submissions received to date.

3. External Relations

The Panel prepared its draft question plan for the forthcoming Quarterly Public Hearing with the Minister for External Relations. The Chairman informed the Panel that he would be unable to attend the Hearing, and requested his apologies be noted. These would also be relayed to the Minister for External Relations.

4. Transfer of Functions

The Panel recalled that it awaited receipt of correspondence from the Chief  Minister  related  to  the  lodging  of  the  draft  States  of  Jersey (Establishment  of  Minister,  Re-Naming  of  Ministers  and Transfer of Functions) (Jersey) Regulations 201-. It agreed to write to the Chief Minister  to  confirm  arrangements  for  receipt  of  the  anticipated correspondence.

5. Strategic Plan Amendment

The Panel agreed to explore the possibility of bringing an Amendment to  the  Council  of  Ministers  Strategic  Plan. The  Panel  agreed  to circulate ideas for further discussion.

6. Public Sector Pensions

The Panel was reminded of the review undertaken by the previous Corporate  Services  Scrutiny  Panel  on  the  Primary  Law  and  was advised  that  work  was  commencing  on  bringing  forward  the Regulations. The Panel was informed that an expert advisor had been used for the review on the Primary Law and it had been suggested by the  previous  Panel  in  its  Legacy  Report the  same  advisors  be  re- appointed  for  the  Regulations.   The  Panel  was  also  advised  the Department had offered a briefing on the Regulations in early May. The Panel agreed it would attend the briefing and would then decide the next stages for its review. The Panel requested the advisor's details be circulated for further discussion.
