1. Records of Meetings

The Panel approved and agreed the records of its meetings held on 23rd, 26th and 27th March 2015, 30th March 2015 (private and public), 8th and 10th April 2015.

2. Council of Ministers Strategic Plan - Amendment

The  Panel  discussed  its  Amendments  to  the  Council  of  Minister's Strategic Plan and the pending debate. The Panel agreed responsibility on who would act as rapporteur on each of the Amendments during the debate.

3. Jersey International Finance Centre

The Panel noted that it continued to await information requested from the Treasury and Resources Department as part of its Review. It further considered the options and powers available to it should the request remain unfulfilled. It agreed that correspondence should be drafted for its consideration in order to address the matter with the Minister for Treasury  and  Resources  and  the  States  of  Jersey  Development Company.

The  Panel  welcomed  Senator  Senator  L.J.   Farnham ,  Minister  for Economic  Development  and  Mr  M.  King,  Chief  Officer,  Economic Development  Department  to  a  Public  Hearing.  The  Hearing  was recorded and transcribed.

4. MTFP 2016 – 2019

The Panel discussed the next steps of this review pending the updated income forecasts due in May 2015. The Panel discussed the idea of presenting an interim report based on the income forecasts and agreed

 

 

 

to further discussion following the May briefing on this subject.

The  Panel gave  provisional  holiday  dates for July  and  August  and agreed it would hold Public Hearings with the Chief Minister and the Minister for Treasury and Resources during the first 2 weeks of July. The Panel was advised its expert advisor from CIPFA was unavailable during these 2 weeks but would be instrumental in drafting question plans.

The Panel requested a project plan be drafted and circulated.

5. Public Sector Pensions

The Panel was advised that the Scrutiny officer was due to have an officer level meeting on Tuesday 28th April 2015 with the Pensions team to discuss the draft regulations. The Panel requested the officer circulate a briefing note following this meeting noting the outcome and possible next steps for the review.

6. Public Finance (Jersey) Law 2005 – Amendment

The Panel considered the itinerary for its expert advisor for 30th April 2015. The Panel noted a meeting with its advisor on 30th April 2015 at 8.30am in Le Capelain Room, States Building. The Panel requested the final date for Amendments to the Amendment be circulated to the advisor.

7. Future Meetings

The Panel noted its next scheduled meeting date of 11th May 2015 in Le Capelain Room, States Building which included a quarterly hearing with the Chief Minister. The Panel requested areas of questioning be circulated by Friday 1st May 2015. The Panel also noted a quarterly hearing with the Minister for Treasury and Resources on 15th May 2015 and requested areas of questioning are also circulated by Friday 1st May. The Panel agreed to meet on Tuesday 5th May 2015 in Le Capelain Room, States Building. The Panel requested the quarterly hearing with the Minister for External Relations on 21st May 2015 be cancelled.
