1. Jersey International Finance Centre

The Panel welcomed the Greffier of the States to discuss the outcome of  Propositions  considered  by  the  States  Assembly  regarding  the Esplanade Quarter and States of Jersey Development Company since 2008,  and  the  political'  as  opposed  to  legal'  status  of  such Propositions. The Panel thanked the Greffier and agreed that, for the purpose of assisting its Review, it would be likely to request in writing particular areas of advice that he had given during the discussions.

The  Panel  agreed  that  a  press  release  should  be  drafted  for  its consideration following recent media coverage related to its Review.

2. Re-naming of Ministers and Transfer of Functions

The Panel recalled that in February it had received an update from the Chief Minister regarding the likely timetable for the lodging of the draft States of Jersey (Establishment of Minister, Re-Naming of Ministers and  Transfer  of  Functions)  (Jersey)  Regulations  201-.  It  had  been agreed that further  clarity  on  the  Chief  Minister's  plans  would  help inform the timing of work to be undertaken by the Panel's advisers, and that the Chief Minister would correspond with the Panel to provide an update on his intended approach to the Regulations.

The Panel noted that whilst it awaited receipt of this correspondence, the Chief Minister had recently indicated to the Chairman that this might be expected shortly.

3. Quarterly Hearing, Chief Minister

The Panel discussed and agreed changes to its question plan for the forthcoming  Quarterly  Public  Hearing  with  the  Chief  Minister.  The updated draft would be circulated to the Panel for further consideration.
