Item 12 13.07.15 513/46 | 1. Jersey International Finance Centre The Panel received a draft report from its adviser Ernst and Young, and agreed that it would consider the draft in detail at meetings to be held on 11th and 18th August. The Panel agreed that, in accordance with the States of Jersey (Powers, Privileges and Immunities)(Scrutiny Panels, PAC and PPC)(Jersey) Regulations 2006, a Summons should be prepared to require the States of Jersey Development Company (SoJDC) to provide it with the pre-let agreement between SoJDC and UBS, the funding agreement between SoJDC and HSBC and the construction contract between SoJDC and Camerons, together with any side letters and other documentation pertaining to these agreements. It further agreed to draft correspondence to be sent to UBS, HSBC and Camerons to voluntarily provide the Panel with their respective aforementioned agreements together with any side letters and other documentation pertaining to these agreements. This should include notification of the powers conferred upon the Panel under Regulation 4 of the States of Jersey (Powers, Privileges and Immunities)(Scrutiny Panels, PAC and PPC) Regulations 2006, to issue a summons to those parties to provide the relevant documentation if required. The Panel received and considered initial advice regarding the summons process, as well as in relation to the spectrum of potential outcomes that may arise in pursuing the course of action that it had discussed. It was agreed that the draft Summons and draft correspondence would be circulated to the Panel at the earliest opportunity in preparation for the meeting to be held on 11th August. | TO TO TO |
Item 1 04.08.15 513/47 | 2. Transfer of Functions The Panel welcomed Mr M. Symes its advisor from Concerto, to give evidence in relation to the transfer of Jersey Property Holdings from Treasury and Resources to the Department of Transport and Technical Services. The evidence was recorded and transcribed. | JH |
| The Panel agreed that should it be required, a conference call be arranged with its advisor in the next 3 weeks to address any further concerns. The Panel discussed the Draft Regulations and the transfer of functions that were being proposed in other Departments. The Panel agreed that as part of its ongoing review, it would hold Public Hearings with the Minister for Education Sport and Culture, the Minister for Economic Development and the Chief Minister. The Panel also agreed to write to stakeholders in respect of fisheries and other aquatic resources. The Panel was informed that Deputy J Maçon had been co-opted from the Education and Home Affairs Scrutiny Panel for the purposes of the review section into the transfer of functions of Education, Sport and Culture to the Department of Economic Development. | JH |

Dormant Bank Accounts Law The Panel discussed the recent consultation that had opened regarding the law that had been prepared to allow dormant bank accounts to be used for good causes. The Panel was advised that as the consultation process had begun, it would be more beneficial to allow this to finish before asking for any further information. The Panel agreed and asked the officer to request the results of the consultation once it had finished. | JH |
