Item 1 22.12.14 513/46 | 1. Jersey International Finance Centre The Panel considered and approved Terms of Reference for its Review. It requested that associated correspondence to the Minister for Treasury and Resources and a media release be drafted for the Chairman's approval, with the intention of distributing approved documents at the end of the week. The Panel was updated about the progress being made by its adviser, noting that he was continuing to work towards submitting a report in conclusion of his opening phase of work assisting the Panel with the establishment of Terms of Reference. Re-naming of Ministers and Transfer of Functions Further to the approval of its Scoping Document and Terms of Reference at its previous meeting, the Panel discussed its next steps. It agreed firstly to seek to appoint advisers to the Review in relation to financial services regulation and property management. The Vice- Chairman and Chairman respectively would liaise with the Officer to identify potential advisers. It agreed that distribution of associated draft correspondence for the attention of the Chief Minister relaying the Panel's position on the anticipated timeframe for the Review and lodging of the draft States of Jersey (Establishment of Minister, Re-Naming of Ministers and Transfer of Functions) (Jersey) Regulations 201-, would follow the appointment of advisers. 513/45 | The Panel noted arrangements for a briefing to all States Members by the Fiscal Policy Panel (FPP) on 30th January, and a subsequent meeting between the Panel and the FPP on the same day. It agreed that its adviser, MJO Consulting Ltd, should be asked to attend that meeting. Furthermore, in anticipation of the commencement of work on its Review and the meeting with the FPP, the merits of a meeting with its adviser before 30th January should be explored. | TO/JH |

It noted certain concerns relevant to its remit for future consideration, but agreed that it would not undertake further work at this stage. It agreed that other matters were subject to ongoing Planning processes, or fell within the remit of the Environment and Technical Services Scrutiny Panel. |

| 5. Future Meetings It was noted that the Panel was scheduled to undertake a site visit to the Treasury and Resources Department on Monday 12th January, beginning at 2.30pm. Subject to the finish time of the visit, the Panel agreed that it might meet to consider ongoing work and if so would re- consider its meeting provisionally scheduled for the afternoon of Wednesday 14th January. |
