Item 1 04/09/15 513/45 | 1. Review of the MTFP The Panel welcomed Senator A.J. Maclean, Minister for Treasury and Resources, Deputy T.A. Vallois, Assistant Minister for Treasury and Resources, Mr R. Bell, Treasurer of the States, Mr D. Peedle, States of Jersey Economist and Mr C. Haws, Head of Financial Planning to a Public Hearing on the MTFP. The Panel also welcomed Senator I.J. Gorst , Chief Minister, Senator P.F. Routier, Assistant Chief Minister, Mr J. Richardson, Chief Executive, Mr D. Peedle, States of Jersey Economist and Mr C. Haws, Head of Financial Planning to a separate Public Hearing on the MTFP. Both hearings were recorded and transcribed. The Panel discussed its timetable for the MTFP. It was agreed the Panel would receive a draft report by the end of the week and would meet on Wednesday 16th September to discuss comments to the draft. The Panel was reminded that the report would need to be with stakeholders for 5 days once it had received Panel approval and it was provisionally agreed the report would go to stakeholders the week commencing 21st September. The Panel also agreed to a possible presentation of the report to all States Members the week commencing 28th September. The Panel discussed its amendments to the MTFP and it was agreed a draft would be circulated prior to the meeting on Wednesday 16th September for further discussion. | JH |
Item 4 28/08/15 513/47 | 2. Transfer of Functions The Panel received an update from the Vice-Chairman regarding a recent meeting held by the Economic Affairs Scrutiny Panel, of which he was Chairman. The Panel was advised that Economic Affairs had given consideration to reviewing the transfer of functions in respect of |

| sport and culture from the Minister for Education, Sport and Culture to the Minister for Economic Development. The Panel agreed that should this be the case, it would be more beneficial if Economic Affairs also undertook to review the transfer of functions in respect of the digital sector of the economy, competition and innovation from the Minister for Economic Development to the Chief Minister to capture the transfer in its entirety as it would show what was incoming and what was outgoing. The Panel was reminded it had confirmed Public Hearings for 17th September 2015 with the Minister for Economic Development and the Minister for Education, Sport and Culture regarding the transfer of functions and with the Chief Minister on 21st September. The Panel agreed these should be cancelled. The Panel was also reminded that it had requested a deferral of the debate from 6th October 2015 to 20th October 2015 which may now need to be re-visited, depending on the timetable of Economic Affairs. The Panel was further reminded Deputy J.M. Maçon from the Education and Home Affairs Scrutiny Panel had been co-opted for the review. The Vice-Chairman agreed this would be discussed further with Economic Affairs at its next meeting on 16th September 2015. |
