Item 1 05/10/15 513/46 | 1. Jersey International Finance Centre The Panel agreed it would consider its draft interim report over the forthcoming weekend and discuss any suggested amendments on Monday 12th October 2015. |

Item 2 07/09/15 513/47 | 2. Transfer of Functions The Panel considered a conference call with its advisors, Concerto, due to take place on 19th October 2015. The Panel agreed areas of questioning and asked that the call be confirmed for 12pm. The Panel was informed by the Vice-Chairman that the Economic Affairs Scrutiny Panel, of which he was Chairman, had yet to receive a response from the Chief Minister to its latest correspondence regarding the date of debate and, as such, was not in a position to move forward with its part of the review. The Panel considered the options available to it to allow adequate time for the appropriate scrutiny to be undertaken, including Article 72(1) of Standing Orders Referral of draft Law or Regulations for scrutiny, should this be necessary. The Chairman agreed he would speak to the Chief Minister during that day's States' meeting to request an update on the timetable issue. | JH |

The Panel agreed that due to the time constraints of this review, it would not hold a Public Hearing and the questions should be sent to the Chief Minister's Department for written responses. The Panel was informed that the Officer was due to have a conference call with BWCI on Friday 9th October 2015. | 5. Budget 2016 The Panel was advised that20th October 2015 would be the lodging date for the Budget with a proposed debate date of 15th December 2015. The Panel was informed a request had been made of the Department of Treasury and Resources for any draft papers that could be shared with the Panel on a confidential basis. The Panel was also reminded of a presentation on the Budget 2016 to all States Members on Friday 16th October 2015 at 9.15am in St Paul's Centre. The Panel discussed the use of advisors and agreed to further discussion once the workload was known.
