1. Quarterly Hearing, Chief Minister

The Panel welcomed Senator I.J. Gorst , Chief Minister, Senator P.F. Routier, Assistant Minister, Mr J. Richardson, Chief Executive, Mr P. Bradbury, Policy Director and Mr T. Walker , Chief Officer of External Relations to a Quarterly Public Hearing. The Hearing was recorded and transcribed.

 

 

2. Records of Meetings

The Panel considered the records of its meetings held on:

  • 16th December 2014
  • 22nd December 2014
  • 22nd January 2015 (public and private)
  • 30th January 2015 (public and private)
  • 2nd February 2015
  • 4th February 2015
  • 18th February 2015  

Regarding the private record of its meeting held on 22nd January, the Panel agreed to seek clarification from the Greffier of the States in relation to the application of exemption clauses relevant to the Freedom of Information (Jersey) Law 2011. It further agreed to therefore defer consideration of all records of its meetings until this opinion had been received and discussed.

3. MTFP 2016 - 2019

The Panel agreed its Terms of Reference and Scoping Document for MTFP  2016   2019  and  asked  these  be  circulated  to  Chairmen's Committee accordingly.

4. MTFP Interim Report – Phase 1

The Panel agreed that any evidence gathered from Phase 1 of its Review would appropriately be absorbed into its second phase Review of the MTFP 2016 – 2019.

5. Jersey International Finance Centre

The Panel received an update on the progress of the Review, noting the welcome  number  of  written submissions received.  It  agreed that  in addition to the briefing from the Environment Department that day, it would seek to arrange a Public Hearing the following week with the Minister for Planning and Environment. In anticipation of this Hearing, the Panel agreed to meet again on Friday 13th March to prepare its question plan and further consider the next steps of its Review.

6. Questioning Training

In considering its feedback, the Panel agreed the recent questioning training delivered by H.M. Solicitor General was extremely useful and worthwhile.

 

 

7. Future Meetings

The Panel agreed its next scheduled Panel Meeting on 23rd March 2015 and noted a Quarterly Public Hearing with the Minister for External Relations on 26th March 2015 at 1pm in Le Capelain Room, States Building. Deputy S.M. Brée confirmed he would be leaving the next Panel meeting at 11.30am to attend another appointment.
